It's a strong effect, but it costs seven mana -- that's the same amount Cruel Ultimatum. So no, it's not overpowered. You should expect cards this expensive to swing the game around.

@Axelle Super Pope? You seem to be misunderstanding the size of her hat. Look at it. There is no hat on Earth nor on New Phyrexia that can even compare. Considering the size of her hat, her rank has to at least be Ulti-Pope, or Omega Pope. Maybe even Pope to End All Popes.

It's a fun card, but at 7 mana and an effect which can potentially do nothing, it likely won't see constructed play. Put it this way - at 6 mana in white you can throw down either a Sun Titan (instant card advantage; does more damage and has vig) or a Wurmcoil Engine (huge beatstick + likely card advantage, and a major life-swinger).
Will show up in quite a few kitchen table decks though. Could imagine putting it together with other -x/-x static abilities to create a battlefield where no other creatures could survive (or at least, only the biggest could survive as little kittens ^^).

she is being underestimated by a lot of players here for constructed purposes
control decks need a win condition that can control board on its own and how many other win conditions can win the fight with her?
frost titan and baneslayer angel in here mana cost range she wins that important whose drop is more worth the mana fight and non black aggro decks will have a hard time removing her because of that 7 toughness
though when i first saw her i though mirror gallery+followed footsteps like i wanted to do with crovax but this would be so much more effective
glad to see good timmy cards still being printed even if they are all mythics now

She might see Standard Constructed play, in a U/W control deck or something that can stall to large amounts of mana. Or some deck in the spirit of Eldrazi Green or RUG that powers out fatties quickly. She's certainly strong enough. But I'm not going to put a lot of money on that bet - JaxsonBateman said it well, Sun Titan costs one less and likely generated better card advantage. We'll see.
However, in sealed, she's a beast. I put her in my prerelease sealed deck, not sure about it, and I ended up never regretting it. Quite a game-changer.

Elesh Norn - Norn's Annex Jin-Gitaxias - Gitaxian Probe Sheoldred - Reaper of Sheoldred Urabrask - Priest of Urabrask Vorinclex - this is the iffy one. Unlike the other four, nothing else in the block has his name in it ... but guess which green sorcery showed up in Mirrodin Beseiged that actually shows Vorinclex in its art?

In addition to using godhead of awe with Elesh Norn, you can also use dovescape to prevent non-creature spells to be casted. this nearly makes a complete lockdown as only creature effects that activate when they "enter the battlefield" or "sent to the graveyard" can be used to destroy any of those 3 cards when they are all in play. Talk about board control!

Sadly, the effect of supporting your own creatures is really insignificant next to the effect to reduce the P/T of all other creatures your opponent controls.
In general, you either have much mana or many creatures. To play such a card, you have to add more lands to your deck and replace some creatures for mana acceleration cards. So more often than not, you'll face an overwhelming opposing force and you'll pray for something better.
Sadly for all EDH players, Sunblast Angel isn't legendary.
I don't know her story, but vigilance seems a bit strange. I would have give her protection from cmc 3 or less instead.

Hands down my favorite Praetor. I always prefer creature advantage over Card or Mana advantage. the ability to instantly kill Myr, Spawn, and Kamahl is just beautiful.
I've got a question for all those experts out there. If I copied an Elesh-Norn with a Phyrexian Metamorph, would my opponents let's say Golem token put into graveyard? Sure Elesh-Norn and the Metamorph would be destroyed would be put into a graveyard as a state-based effect, but this applies to the Golem too, does it? As state-based effects are all checked the same time, all creatures would die. Can anybody confirm this and if not tell me why?
bijart_dauth

@ private vendetta. I'm fairly certain this would work. Because as you said the -2/-2 would lower the creatures toughness to 0 and would die (seems so strange to say 'die' as an official term) as a state based action at the same time the 2 norns would. I quite honestly would not want to waste my norn and my meta morph just to kill a few creatures though.

Tournament value? I haven't seen any yet, but who knows what innistrad may bring. It is obviously a graveyard-related block, so reanimating her quickly might be something we experience often come september 2011.

...I like how some of the Praetors were given a sort of arbitrary ability that happens to match their color nicely. Elesh : Vigilance. Jin-Gitaxias : Flash. Etc.
It's also fun seeing everyone who cracks one of the Praetors go look up "praetor" and "cenobite" and "augur" and such in the dictionary. Praetor is an awesome creature type. And the titles given to each Praetor actually fit their color identity remarkably well. Congrats to WOTC for really nailing the New Phyrexia flavor :)

@Arachnos, Elesh Norn, Grand Cenobite beats Sheoldred, Whispering One and Vorniclex, Voice of Hunger in combat. Due to Norn's effect, Sheoldred becomes a 4/4 and Vorniclex becomes a 5/4 while Norn remains a 4/7 (Alive and untapped. She's one bad momma.
Also, good luck playing Army of the Damned (with or without flashback) while this beauty is in standard.

☆☆☆☆☆ (0.0/5.0)
I only put Elesh in my UWC deck because I pulled one when I was putting it together, but I've grown very fond of her as a 1-of. She's basically a fifth Day of Judgment on legs for those games where you just can't quite seem to finish off your opponent, and actually isn't much slower than most of the deck's threats, which are all clustered around the 5 CMC slot (Gideon Jura, Baneslayer Angel, Sunblast Angel (actually 6, but same idea), Elspeth Tirel, etc.). So a turn 5 Gideon into turn 6 Colonnade animate into a turn 7 Elesh is an easy play - or turn 8 Elesh if you want to keep Spell Pierce/Dispel mana open.
Running more than one (maybe two) could be a bit prohibitive, and she's not going to go in against every deck. But for those times when your opponent is so sure you're out of board wipes and now's the time to gear up for that last push, there's really little better. (Well, maybe Sunblast Angel, but apart from Gideon's +2, you have to actually wait to get hit before that does you any good.)
I know she's not really tooled for UWC, but that's my experience with her, so that's all I feel I can speak to.
Also, she's a hilarious counter to Exarch Twin if the game lasts that long. "Oh hey look you have an endless army of 0/2s. Guess I'll just have them attack Gideon and alpha strike you for the win."

@Dexal: You're overlooking a lot of flavor text. Urabrask hates all of the other Praetors' guts and actually lets the Mirran resistance live in his territory, while refusing the other Phyrexian factions entry. Plus Red Phyrexians, due to the highly individual-based nature of Red mana, are capable of feeling compassion and other such emotions. On top of this, Jin-Gitaxias and Vorinclex can't stand each other. Elesh Norn's and Sheoldred's goals seem to be pretty contradictory to each other. Jin and Elesh, while staunchly allied on the face, don't seem to trust each other completely. I'm willing to bet that we will return to Mirrodin one day, and there will be a New Phyrexian Civil War. And it will be glorious.

I think this gal is my favorite Praetor. No contest.
She is the paragon of Phyrexia, that corrupts everything it touches. It's like the beauty and elegance of White were twisted, mutilated and deformed to give birth to her. This flowing silken gown, this elegant demeanor on a being that looks like a perversion of everything that is female, a Barbie doll straight out of a madman's fever dream. For the people out there who make fun of her faceplate, remember that she leads a mockery of a religion and as such it makes sense she would wear a ridiculously exaggerated hat. Pope hats are extravagant enough on their own.
She embodies the ideal of White, to defend and protect, but she embodies it wrong. She shelters her own but simultaneously breaks down her opponent, a very Black shtick, that. Quite Phyrexian.
And then there's the whole backstory about her and the sickening parody of a "religion" she leads, the Machine Orthodoxy.
Very eerie and very Phyrexian. More so than any of the other Praetors, in my humble opinion.
It's interesting as well how she looks relatively fragile compared to the other Praetors, and her faceplate looks unwieldy (joke goes on the forums her greatest weakness is doors), yet she's the one with the highest health among them. She can slaughter any other Praetor in combat if you take her ability into consideration. I wonder how she fights... I would suppose she's a spellcaster, since she is definitely seen casting Marrow Shards and appears in a blaze of light in Due Respect. Of course, all those 7 health points and 4 attack could be the enemy trying to get through her escort of Priests of Norn also depicted on the card...
This lass can ruin your match. This lass dating Sakashima will ruin your whole day.

Flavorwise, I love all of the Praetors. They're all massive, as they should be, and their ability to boost their own while decimating their enemies fits perfectly into the Phyrexian paradigm.
Functionwise, WHY!? FOR THE LOVE OF GOD WHY WOULD YOU DO THIS WIZARDS!? -2/-2!?
Not only does that eliminate, like, half of any player's deck at least, but...why? That isn't white! That isn't white at all! Did you have nothing else you could do, guys? Nothing?
How about "Whenever a source you control deals damage, gain that much life.

If you assume that her +/- ability affects her, you can see she's a Priest of herself (Norn) on steroids. And by that, I mean with a +1/+1 counter and without infect. That said, you can estimate her +/- ability costs about 4 mana. As an enchantment, that ability would be game breaking.

Now that I think about it, it's kind of inevitable... The Phyrexians are the most organized and persistant (not to mention evil) killing machine that MTG has seen... - she turns all your mana dorks into threats. this makes her worth ramping into. - she immediately plague winds half your opponent's board (if not all) and leaves the rest of them too small to rumble with said mana dorks. The benefit of this over the other praetors is that if she is immediately killed she almost certainly got you some value due to killing off X/2's, while most of the other praetors don't. This is huge due to the metagame having a lot of strong removal and generally requiring that cards have immediate effects, especially out of your 6+ drops.

As I was building my re-animate/Recurring Nightmare deck I realized how much I loved the praetors. Elesh Norn was actually my least favourite pre-build. I could see her power in Standard but as I play strictly casual she din't seem so useful...until I played her and realised how many of my friends play small creatures deck...oh what joy. Also, the fact that she makes my Putrid Imp a 3/3 flier is pretty fun...and Avacyn a 10/10!
@tworaincluds; I agree. Too be honest I wish it was something they started doing with all Mythic Rare Legendary creatures. Just be a nice touch to make them stand out even more.

Wurmcoil attacking. Opponent forced to chump block. In response, tap birthing pod, sac Wurmcoil, 3/3 deathtouch, 3/3 lifelink. Bring out Elesh Norn. 5/5's instead.
Favorite Praetor. By Far!

Well, this is a weird card. White is supposed to be the colour of equality, fairness, justice, etc. Boosting your own creatures at the expense of those of your opponent, without anything to compensate him for it, is completely "out of character" for white.
Or is this representing the phyrexian corruption in Mirrodin? I don't know this block all that well.

@Bulhakas
The card represents white taken to its extreme, the totalitarian xenophobia that results from focusing on the needs of the group over the needs of the individual. In Norn's Machine Orthodoxy, any being who isn't perfectly in unison with her vision dies. There is only the one, only the whole, everything that cannot be assimilated into the whole is killed.

The Praetors display some of the better art I've seen in a while, Elesh Norn, Grand Cenobite taking the cake. I thoroughly enjoyed the Scars of Mirrodin block, too. Well done, Wizards.

☆☆☆☆☆ (0.0/5.0)
As already stated, Massacre Wurm is a better token-hate card than this, although it's nice to see something like this, mass-weenie removal and a buffer, in white. Vigilance is pretty slick, too, with 7 toughness. A decently-sized beat-stick that you can turn around and block a fatty with. For those occasions when you do have to block a 4+ toughness thug, nice to have a Boros Charm/Double Cleave/Psychotic Fury in hand to dump on it.

Elesh Norn never walks upon the ground. Her priests lay the flayed skin of the heretics in front of her like a luxurious red carpet.
Elesh Norn is one of my favorite cards! I have a white Norn deck that locks everything down. She's another Lady Gaga card, and also reminds me of Clive Barker's Cenobites. Elesh Norn is easily the strongest Preator and shuts down many kinds of decks. The White Phyrexian's macabre twist to religious orthodoxy is dripping with flavor, I love the story and creative feel. Abandon your flesh.

@EdgarPoeAllen Yup :) I use this in my Vish Kal EDH deck to throw soldier tokens at baneslayer angels.
Omg, please use the flavor text to bring it back to Dominaria! Not that I want that plane to suffer more than it has, but I want to see the battle find a final victor. If glistening oil is a remnant of Yawgmoth... I bet he could re-spawn from it like Voldemort and his horcruxes.

A lot of people are talking about how great an answer she is to tokens. This is very, very true, but she is also just as good with tokens on your side. I run her as an EDH general in a token creation deck and she works wonders. Wipes out any opponent's weenies, then swarms over them with hoards of formerly 1/1 tokens.
She is particularly great because you can play her and immediately kill your opponent's creatures and get the boost on your attack that turn. Even if your opponents have an answer to it at instant speed, they still lose their smaller creatures. That kind of utility is important if you are running a 7 CMC mono-color general.
As for flavor, oh god she is amazing. White taken to its most extreme and malevolent. I was so sick of seeing the same old mean black and righteous white cards. The art is stellar too, beautiful and elegant but disturbingly macabre, exactly what I would hope for in a white phyrexia.
I really hope that flavor text is hinting we may see the Praetors as planeswalkers in the next phyrexian invasion. Elesh Norn, planeswalker would be a beautiful thing. Seriously, if ever I wanted a card in Magic, that is it.

This beauty was the first mythic I ever pulled and is still my favorite card. Not only is she capable of pumping your creatures but she nukes the opponents side of the board all on a 4/7 vigilant body. And too top it all off, the artwork is fantastic. Igor Kieryluk does some of the most beautiful artworks in the game.

People keep talking about this killing tokens. At 7 mana, it's suboptimal for just a token wipe.
What this DOES do, I might point out, is make everything 4/4 and under lose to a 1/1 token, for as long as she's alive. It DOES mean that not just tokens, but all creatures with a toughness less than 2 (i.e. MOST of them) can't enter the battlefield at all. So no Hypnotic Specter, no Grand Abolisher, no Sage of Epityr, no Kavu Predator, no Ball Lightning...what's more, stuff that does damage to everyone (Pestilence is what I think of, though I'm sure there's abundant Modern examples.) becomes totally creature-wiping to opponents and easily survivable for you.
She IS expensive. I'd definitely recommend resurrecting her early on if able. Hilariously, the iconic Resurrection is legal in Modern (thank you Timeshifted).
This card has been my favorite ever since it first came out in New Phyrexia, the art is just the literal definition of Awesome. Her ability is like a better Muraganda Petroglyphs for all your creatures, she's a 4/7 with vigilance, and she is like a Massacre wurm continuously until she dies. If that isn't the definition of value than I honestly don't know what is.
Also her story after the New Phyrexia block continues, making her even more badass.
I never really want to rate a card more than 5 stars, but I really wish I could for this.

For those who don't know what the title "Grand Cenobite" means, then enjoy this brief educational excursion: A cenobite is a person who adheres to cenobitic monasticism, meaning they live according to strict religious laws while emphasizing community and togetherness, which totally fits the white phyrexian mentality.
The Grand Cenobite would most likely be the leader of the order, although "cenobite" is not in itself a term for rank or status, meaning that calling someone the Grand Cenobite is like calling a general the grand soldier or calling a CEO the supreme management: technically a valid term, but still an odd choice of words. Personally I think something like "Elesh Norn, Cenobite Archbishop" or "Elesh Norn, Cenobitic Pontiff" would have made more sense, but that's might be just me.

Personally, I think she'd be pretty awesome to run with Mercy Killing, not for removal purposes though. Sure, Mercy killing can be a lot of fun when your opponent doesn't get to keep those tokens you just made for them, but the real fun comes from using it to kill your own creatures. When Elesh Norn is on the field, you're getting a 3/3 for each point of power the sacrificed creature had and I'd consider that a pretty good deal.
The new Phyrexian version looks absolutly stunning http://magic.tcgplayer.com/db/magic_single_card.asp?cn=Elesh%20Norn,%20Grand%20Cenobite&sn=Judge%20Promos

Just saying, I'm finding room in my Doran, the Siege Tower EDH for this.
If it was +3+3/-3-3, she would be broken.
Pyramid Head
Much love fellow magic players
Will show up in quite a few kitchen table decks though. Could imagine putting it together with other -x/-x static abilities to create a battlefield where no other creatures could survive (or at least, only the biggest could survive as little kittens ^^).
control decks need a win condition that can control board on its own and how many other win conditions can win the fight with her?
frost titan and baneslayer angel in here mana cost range she wins that important whose drop is more worth the mana fight and non black aggro decks will have a hard time removing her because of that 7 toughness
though when i first saw her i though mirror gallery+followed footsteps like i wanted to do with crovax but this would be so much more effective
glad to see good timmy cards still being printed even if they are all mythics now
However, in sealed, she's a beast. I put her in my prerelease sealed deck, not sure about it, and I ended up never regretting it. Quite a game-changer.
Elesh Norn - Norn's Annex
Jin-Gitaxias - Gitaxian Probe
Sheoldred - Reaper of Sheoldred
Urabrask - Priest of Urabrask
Vorinclex - this is the iffy one. Unlike the other four, nothing else in the block has his name in it ... but guess which green sorcery showed up in Mirrodin Beseiged that actually shows Vorinclex in its art?
That's right. Praetors' Counsel.
Just ordered two of these in foil... can't wait to see how beautiful they are up close. 5/5
5/5
As far as the card goes....just read it....as stated earlier your Grizzley Bears can now kill your opponents Titans. This is the epitome of 5/5 for me: Legendary, Beautiful, Flavorful, Balanced (by late game CMC and being legendary in this case) and Lethal as Sin.
Favorite Praetors:
Elesh Norn
Urabask
Sheoldred
Vorinclex
Jin-Gitaxias
Well, more importantly, it makes weenie decks laugh at your titans and your baneslayers.
Can anybody confirm this and if not tell me why?
Tournament value? I haven't seen any yet, but who knows what innistrad may bring. It is obviously a graveyard-related block, so reanimating her quickly might be something we experience often come september 2011.
One final note: does anyone look at this card and see foreshadowing of a war between phyrexia and the eldrazi? From the ability to the flavor text, i think i have gained future sight.
It just felt so perfect when I cast it on my friend's Archon of Justice. It was like she was berating the Archon for thinking that Justice had any place within New Phyrexia.
i hope we see a war between Phyrexia and the eldrazi.
maybe Bolas is setting somehting up. he did make sure the eldrazi got free and send Tezzeret to Mirrodin.
"We MUST bring Phyrexia to Zendikar, FUFUFU."
but about the card, i love her, i got 2 in my deck with solemn simulacrum giving manaramping.
in my playgroup whenever she comes into play its mostly GG:D
PS: i do think she is born with a ceasarian, with that head a normal birth would be impossible:P
I've been playing her in a modified Artful Destruction Deck and she was great!
getting old..
btw, what's a cenobite? seriously
That is her face.
THAT IS HER FACE.
... that's scary. See also Marrow Shards.
...I like how some of the Praetors were given a sort of arbitrary ability that happens to match their color nicely.
This card will always be a winner in my book.
Also, good luck playing Army of the Damned (with or without flashback) while this beauty is in standard.
And for the extended mirror, she lets your Celestial Colonnades kill their Wall of Denials. Who could say no to that?
I know she's not really tooled for UWC, but that's my experience with her, so that's all I feel I can speak to.
Also, she's a hilarious counter to Exarch Twin if the game lasts that long. "Oh hey look you have an endless army of 0/2s. Guess I'll just have them attack Gideon and alpha strike you for the win."
Other than that, great card :)
5/5
Don't forget her ability! With the -2/-2 she murders all of the other Praetors, and they don't even get close to taking her down. In a Phyrexian civil war Elesh Norn would reign supreme. (Also lol at the idea of Phyrexians even caring enough about each other to start a civil war...)
...Actually, scratch that last part, it's just Lady Gaga
I like the flavour text too. It hints that Phyrexia is not done in its conquest, and may try invading other worlds. Argent Mutation and Remember The Fallen sort of point in the same direction. Will we see a Scars of Ravnica block soon? Or Esper Besieged? Time will tell.
Blue one, they never play her since they have to discard their hand everyturn, or they counter/bounce w/e
green one ramp up mana denial/overrun
black one his effect would make you sac it before it did anything really useful doomblade w/e
red one seriously hope red could kill before 7th turn or youre doing it wrong
so people stop with the she could kill the rest in combat easy its pointless comparing p/t to other cards with other colors and abilities.
storm crow is strictly better

You aren't going to sing are you?
I'll give you any amount of mana right now if you don't. sing.
Also, I drew her as foil today. Now I am compleat.
And her price is shooting through the roof, by far the most expensive of the Praetors.
you mean this?

EDIT: OH MY GOD HOW IS THIS 30$
She is the paragon of Phyrexia, that corrupts everything it touches.
Whenever a source an opponent controls deals damage, they lose that much life."
EDIT: @ S-r-ex: Was that a Goblin Fireslinger flavor text reference?
(to be released june 1, 2012)
My friend doesn't play white.
True story.
Now that I think about it, it's kind of inevitable... The Phyrexians are the most organized and persistant (not to mention evil) killing machine that MTG has seen... They took over Mirrodin, and soon there will be a contagion engine on every plane! And Nicole Bolas (check the new core set) will be the only force strong enough to stop them! Muahahaha! Get you UBR control decks ready!
I don't even play white, but Elesh is just a freakin badass. The art is gorgeous, the flavor is stellar, and her effects make her the most desirable praetor from New Phyrexia.
Put this in my white weenies deck, in case of some stalling, and it wins EVERY time. A buff and a de-buff in one card should not be underestimated.
