This is better than it looks. There's a lot of dangerous instants in many formats, and it's cheaper than Negate.

Also, great art. Counterspells are hard to depict, apparently, and this one does a good job. (Really, go look at the art of counterspells. Many of them don't really look like something is being counteracted.)

It's not that bad... It should be good for countering counters, or just keeping it around in case your Rewind gets countered.
My favourite counterspell. I'm not much of a control player (at least a blue control player - I don't mind black control etc.), but I also hate having my stuff countered. This card to me says 'counter target counterspell'.
The day I used it to counter a force of will was glorious. I put this in my mimeoplasm EDH deck thinking 'why not?' and then that happened. I was so happy I bought a foil one for the deck. It's countered probably about 20 counterspells by now. What a bauss.
EDIT Also, that look on the damn blue mage's face :P They're all smug and comfy because 'nothing can get through if I have force of will in hand'. And then they try to counter my game-winning spell, and they're like 'NOPE' and then I'm like 'biiiitch'.

I'm pretty new to this whole world so bear with me if this seems a dumb question. This card states "counter target instant spell" I read this to mean that it only counters instants? Is that a correct assumption?

Yes this only counters "1/6 of all spells". However, there is 1/2 of times when your opponent can only cast spells that can be countered by Dispel (except for Boon Satyr, maybe), namely every one of your turns. Also, all counterspells are instant, and Sphinx's Revelation is so important it gets a special mention. As such, this is the number one card you want if you want to make sure you resolve a big spell, or that the combat goes exactly as you planned, or if all else fails, even just to make sure your opponent can never resolve a Revelation. This is one of the top sideboard cards in any blue decks in Standard.
