Because if they made a Legends collection and didn't put the Legend-tutor into it, that'd just be silly.

Captain SISSY more like! HAHAHAHAHAHAHA
Just joking, if she were real, she'd kick my ass, as well as anyone else who plays MtG's ass. Cmon, don't lie. We'd all be 0/1s with:
Name: MtG Player Creature type: Nerd
Enters the battlefield tapped. To untap, you must feed it 1/1 white goat tokens. When MtG Player attacks, it doesn't untap at the next untap phase. When MtG Player dies, all other Nerd creatures get a mourn counter
You get my point. This is a great card. With the expansive amount of Legendary Creatures out there, you can make this a great EDH general, and if not, simply a great EDH support creature

In fact, most of the legends in this set would be great generals. With this coming out so soon after the Commander preconstructeds, I think they're trying to tell us something.

I like the art on this one. I know it's the same, but it's brighter. Digitally colored?
No Phyrexians, and no Ravnicans. Honestly, Captain Sisay would have looked amazing next to Tsabo Tavoc. Apparently its ok to print superheros without their supervillain counterparts though. Join the Campaign to Stop Unfair Descrimination Against Sc um and Villainy today! (CSUDASV)

The beauty of her as a commander is that you can load your deck up with situational cards without screwing yourself over. You'll always have the perfect answer to everything.
And if you draw them in a game where they're useless, just tutor for something else. It's like your entire deck is a sideboard that you can access whenever you want.

A legendary card?! So you can get your jitte. I threw all the Kaldra equipment in my EDH with her once to see if I could get the Kaldra avatar. I didn't take it out again.

Just to add one newcomer to MisterAction's list of situational legendary cards to tutor up: Sigarda.
Using her as your General, you can quite easilly swap some commanders in and out in-between games. Not what I would prefer, but whatever floats your boat.
Most people include her in GWx commander decks because, well, she's a reusable tutor that can get lots of powerful stuff, so why wouldn't you.
But, the thing is, she's an awesome commander herself. Having her as the actual commander guarantees you'll always be able to access her. She's in the ramp color of green, so turn 3 is reliable, and thanks to cards like Sol Ring, Mana Vault and Mana Crypt she can even come out on turn 2. As for her ability herself in a commander deck built around it... wow. She can search for silver bullets. She can search for bombs. She can search for game enders. She basically gets what you need to get into the dominant position.
My default gameplan when I'm using her deck is to first get out ramp to be able to reach 9 mana (can often get it simply with either Rofellos or Gaea's Cradle, but sometimes you'll need both), and then plop down an Iona. It's pretty hard for most decks to have cards of multiple colors that can deal with her. And even if they do, if you've got the mana to hardcast Iona, that means the turn after you should be able to hardcast Avacyn.
A one-card combo engine that you're guaranteed to have because she's your commander. Can't complain.
I played this card, with my dragon legend deck, along with a Dragon arch for the combo. So at the end of my friends turn i could play a dragon for 2 colourless mana.

now with the ability to find gods and god weapons. also Bow of Nylea lets you put legends into your deck to retutor again
@Sidmin What? How does removing the Legend rule make her ability search for non-Legendary cards? I don't know why I'm asking. The answer is that it doesn't.

@Sidmin Mirror Gallery only says that the legend rule doesn't apply, not that the legend supertype doesn't exist, and even if that wasn't the case it would mean that she can't search for anything at all.
Or at least that's my understanding of the rules.

@Mode: My thoughts exactly.
@TheWrathofShane: My thoughts initially. However, she bites it a lot. Reki (who should be everyone's first search) does too.
You can go the Kaldra route. You can set up Myojin (preferably of Life's Web) and That Which Was Taken combos. Like Heroes' Podium, they're both ridiculous in this deck, but EXPENSIVE mana-wise.
Personally I'd go a Jitte/Tails/Nykthos kind of route with not too many legends. Either way, make sure to call the deck I am Legend.

But... Why use her once a turn?
After using her as a general for a while, I figure these not only help the Cap'n, but help the deck in general:
Beacon Hawk
Scryb Ranger
Copperhorn Scout
Nature's Chosen
Thousand-Year Elixir/Magewright's Stone
Seedborn Muse/Quest for Renewal
Legends that like to tap:
Mikaeus, the Lunarch
Glissa Sunseeker
Brigid, Hero of Kinsbaile
Tolsimir Wolfblood
