Interestingly, that second ability is one of the set's best answers to Blightsteel Colossus, if you also have some infect you can block with.
The first ability is basically an Ancient Stirrings that can't fetch land (unless you're playing with colored artifacts from older sets) but still seems like a pretty decent combo enabler.

He's not a 5/5 planeswalker because he's narrow, and that is a GOOD thing. Wizards seems to have learned their lesson with planeswalkers after the Jace fiasco. So far in Scars block, the planeswalkers have been fairly well designed. From SoM, only Koth sees a decent amount of play, Venser sees virtually none, and Elspeth Tirel has seen a tiny bit of fringe play as a random 1 of in white decks.
I could see this guy being tried out for Legacy affinity, he can come out turn 3 easily with Mox Opal, or even turn 2 with Springleaf Drum+Opal. Tutor up another artifact, then drain your opponent for like 12,14,or 16 life, and finish them off with burn spells/attackers/dotv.

Just got back from prerelease tournament, went 3-1-0, and pulled a Tezzy in one of the Mirran packs I won as a prize. Got a little shorted as far as rares went during the event, so I was very glad to pull him, even after the fact. Got some great uncommon red bombs and equipment, so my deck was pretty strong anyway. Got a huge stack of artifacts from the last set, so I'm looking forwards to throwing Tezzeret in a new artifact deck.

Extremely potent, excellent finisher, and just under as powerful as the original Tez as far as conjuring up artifacts. He's not the combo-god that Tezzeret the Seeker was, but he's a clear threat in an artifact deck that has to be dealt with in 1-2 turns. He'll see at least some constructed play, and I'll be pretty damn surprised if he doesn't show up anywhere else. 5/5.
I love that Wizards is finally printing planeswalkers that don't fit in every deck. Jace2 was awesome, but I didn't like him being required for blue in Standard. Koth is my 3rd most hated after Elspeth, Knight-Errant, but only because people seem obsessed with running him in every red deck ever. Machine-Koth is what he was meant for, and don't you forget it!

Turn your Memnites and Ornithopters into sizeable creatures. Turn your opponent's artifacts into creatures for your removal spells. Obliterate them with Tezzeret's ultimate using Proliferate or simply the first ability (while also protecting him for one turn, of course). His first ability is somewhat of a double-edged sword - you can dive fairly deep into your deck and pinch an artifact card of your choice, but you may end up having to place powerful creatures or spells on the bottom your library, which may be too big of a drawback.
Regardless - he's very balanced, yet flavorful and useful, but unlike certain other Planeswalkers, he's really meant to be played just to be removed shortly after (like Sarkhan the Mad or possibly Elspeth Tirel). Might not see too much play in certain formats, but for many black/blue artifact decks, he'll be a staple.

Infect Artifacts! ichorclaw myr, plague myr, vector asp... the list goes on. I changed my infect deck from mono-black to black-blue just to put him in there. I added the new proliferate counterspell and a few thrumming birds and shape anews. this guy makes my infect artifact creatures equivilant to a 10/5 normal creature. Awesome!

When I first saw Tezz 2.0 I wasn't too impressed, his effect on Standard format seemed pretty minimal. Then I realized "Hey, wait. I play Legacy Affinity". It was at that point that I looked at him again and realized his -4 ability in fact reads "If you are playing Affinity, you win the game". So while I'm not terribly impressed with him for standard format, he is almost the perfect planeswalker for Legacy format Affinity decks. If you play him and he sticks for just 1 turn, you win the game. Also, the fact that he can protect himself by tutoring up a creature or turning one of your artifact lands into a 5/5 blocker is rather awesome as well. Great job on this one Wizards!

Oh no, he's far too narrow to see much play. After all, he only interacts with artifacts, and c'mon, it's not like anybody has ever done well playing an artifact-based deck. I mean, Nissa has a whole tribe of (mostly) green creatures to interact with, not a fundamental card type.
Seriously, Tezzeret's a BAMF. He can do things like animating Darksteel Citadel into a 5/5 indestructible artifact land creature. He enables Inkmoth Nexus to swing for five poison in the air. And all you need is five artifacts on the board for a 20-point life swing.

Hold on a second. Tezzeret here can make your artifacts into 5/5 creatures. Sarkhan the Mad can turn creatures of yours into 5/5 dragons with flying. Tezzeret is UB, Sarkhan is RB, and Nicol Bolas, Planeswalker is UBR. I think there's a very weird deck idea here. Slow and ineffective, yes, but it'd be Nicol Bolas and his major underlings. Tezzeret and Sarkhan make your stuff into nice 5/5 bodies, then Nicol Bolas eventually comes out and wrecks shop. This will never work, but I have to try it.

I never thought of the Infect thing...
What I've been using him for is simply turning Darksteel Axe into a 5/5, Chrome Steed into a 7/7, and if I draw him early enough I turn an Etched Champion into a 5/5 before I have Metalcraft. But now you guys have made me think about Infect, damn it, back to the drawing board for another few hours.
And wow, so many people are getting him in Fat Packs. He was in my Fat Pack too. And when my friends and I split a booster box, one of us got Tezz as well. Mythic Rares are all of a sudden not too rare, it seems (I also got Glissa and Praetor's Counsel in my Fatty).

If you use Tezz's -1 ability on an Inkmoth Nexus you have animated it will be a 5/5 flying infect colorless artifact creature/land until end of turn. After the turn ends the Inkmoth Nexus will be a 5/5 Artifact creature/land with the ability to tap for mana and animate itself again.
If you use the Nexus' animate ability again after Tezz has turned it into a 5/5 Artifact Creature, the Inkmoth's animate ability will overwrite it for the turn, reverting to a 1/1 flying infect artifact creature/land, only to become a 5/5 artifact creature/land again at EOT. You could of course use his -1 again on it to make it a 5/5 that same turn if you so chose.

Obviously he is incredible in a U/B artifact deck.
But any planeswalker that has "I command you to build a specific kind of deck in both dual colour and theme" written all over it is bad in my book. I never liked artifact creatures much, so I'm very subjective.
To make that standard deck for this guy, you need 4 of this and 3 jace 2.0... and that is gonna cost ya, big time. But if you already have a U/B artifact deck or is gonna build one, I understand why you like this one, but none for me thanks.

This guy can easily be the cornerstone of a well thought-out artifact-heavy deck. IMHO, this guy is waaaay more flexible than Tezz 1.0 with the exception of color, and unlike the first version, can protect himself as he comes down. Aggro or control build doesn't matter. This guy can make those steel weenies huge, and those "useless" counter-dependent artifacts 5/5 beatsticks.
ps: you don't need to have 10 artifacts in play to win with his ultimate. the other guy should have lost some life at this point in the game.

Actually, I feel that I can fully disagree with you.
His "Search for an artifact" effect on the original was a negative one. This allowed to search all of your library, but would most likely kill Tezz to do what you needed. This Tezz limits it to the top five cards, but it's a +1 ability, AND with blue's ability to pretty much fix draws, this is very efficient.
His "All artifacts become 5/5 till end of turn." was his original ultimate. This was a finisher, and if someone could prevent combat damage, or whatever, you've wasted him. This Tezz has it only as a -1 ability, and it's PERMANENT, and it's one of his most sought-after, as it makes cheap artifacts or artifact creatures with decent abilities a great threat. Very beneficial to protect him, or just beat away at your opponent.
Comparing the "Untap two artifacts" and this Tezz's ultimate is silly. Two entirely different things. However, where the untap is amazingly beneficial, new Tezz's ultimate is quite the effect, giving you normally a substantial amount of a lead (if not against infect, of course).
So, no, this isn't a watered down Tezz. They're for different decks. They're for different strategies.

It was even worth splashing black in my mono blue deck. Sure his tutor is much weaker, but its a +1 that u use repeatedly. Much better loyalty gain, also between this fabricate, master T, & grand architect any disadvantage is easily handled. His former ultimate is much better suited now, I'll take a permanently 5/5 ornithopter for -1 over a swarm for 1 turn at -5, especially now that his ultimate has been improved so dramatically. It'll either win u the game outright or will give u the life u need 2 win. With the old ultimate, if they managed to survive ( fog or otherwise ) gratz! Ur entirely tapped out of ur artifacts! GG game 2? ( this is EXT )
EDIT: I don't want this 2 B some back and forth or something but... If ur only using him 4 his search, tinker / fabricate will do. New ultimate is better. Period. And master T + V key will do all the untapping u need but at instant speed. Now I don't play vintage or legacy and I'm not sure if tinker is legal and I'm too lazy to check. To be honest I could see a combo deck playing nice with tezz 1.0 a bit better but as far as time vault goes, I wouldn't wanna wait for 5 mana when I could just use the afor mentioned V key at 1 mana.

Absolutely insanely good card for artifact centric decks. The +1 isn't just card advantage for positive loyalty; it may as well read "super ponder once per turn for a 4 mana investment". The -1 is nice and works well for both offense and defense, and the ultimate is capable of turning an even game on its head, and pulling you back into one where you're on the back foot.

no idea how many times abilities like his first ability bite you, you see 2 of the cards you need for a combo, and can only fetch 1...
although it is a great ability if you just want to trigger his last, there are countless ways to generate artefacts quick and fast when you need it, and countless ways with artefacts to generate mana when you need it. so building round that should be quick and easy,
although i like the idea of liquimetal coating him and using his second ability to make him a 5/5 artefact creature planes walker, the problem i have with that is you have made him way more vulnerable, the sweet thing with PW is they are so hard to get rid of compared to artefacts and creatures, is just a waste, straight away he is on 2 loyalty and can be destroyed relatively easily, he will die from battle-cry and most pump and infect, destroy creature spells (although he is black) , destroy artefact spells, all your opponent needs is 2 2/2's and he is gone, you have wasted the use of his ability to tutor or turning something else that is worth sacrificing for more damage/defence. although it is not a completely useless strategy, there may be times where this is valid, but usually there wont be (at least not in multi player where any planes walker will put a giant flag above your head saying kill me)

Great card for artifacts in general and gives more power to infect.
Another great thing is that renders equipments null, since if they become a 5/5 and fall from creature and can't equip again.
His ultimate is not a bomb, which makes him less interesting. I think he is better than Sarkhan the Mad while focusing on the same areas: Card advantage, creature creating, burn

the first ability is just enough for you get the right number of artifacts the second is to defend tezz from possible attack working together with tumble magnet then cast thopter assembly at the beginning of your next turn use the final act and that's a 1 turn kill folks 5 tokens and 5 artifacts that with mox opal tumble magnet sphere of the sun 2 more artifacts.. i used that combo and its very effective a great deck

However I'm quite annoyed about Nicol Bolas... He is in every storyline since Alara and it was in Time Spiral too (even I think only as a card...). This block should have been the rebirth of Phyrexia, the best villain in Magic (and the most rappresentative), so why put Bolas too? I think they are stressing too much this character and I don't even see a reason. They should leave Bolas at home and let Phyrexia spread its desease everywhere! Ok, maybe not so much, but I think that Phyrexia is such a great villain that Magic doesn't need a second one... I only hope that Bolas will be infected by the Phyrexian oil...
Back to the card, I just love the +1 Impulse-style ability... The second and third ability maybe are a little above the fair-line, but I think this could be an overall funny card...

First Ruling under the MBS FAQ states as followed:
* The artifact targeted by the second ability will retain any types, subtypes, or supertypes it has. Notably, if an Equipment becomes an artifact creature, it can't be attached to another creature. If it was attached to a creature, it becomes unattached.
So there for Tezzeret, Agent of Bolas would become an Artifact Creature Planeswalker if you use Liquimetal Coating on him and his second ability on him self.

Dx his first ability to me says "Look at the top 5 cards and put one in your hand" (Artifact only deck) Second ability is somewhat of a waist, unless there is a rule that says I can use it on a 1/1 Artifact Creature third one looks like an Artifact Vampire ability xD

here's something deadly for you. use liquidmetal coating and tez's -1 and oyu get the well loved artifact creature planeswalker, but put swiftfoot boots on him and you got a hexproof planeswalker >:D then add some phyrisis or grafted exoskeleton and you got either a 5/5 or a 7/7 artifact creature planeswalker that is hexproof and has infect. add some other equipment to your leisure and you have one mean dude that can mess you up in an black/blue deck that may or may not have infect

Also, you can use its -1 on a 1/1 Artifact Creature. It's only condition it's that it needs to be an artifact, which artifact creatures are. There doesn't need to be a rule that says you can use it on a 1/1 Artifact Creature for you to be able to use it, but rather a rule that says you don't: e.g; if it said on it's -1 "Target nonartifact becomes a 5/5 artifact creature," then you obviously couldn't use it on a 1/1, but since it only says artifact then you can.

Hexproof does not help planeswalkers that become creatures from burn spells. I know you didn't say it did but just to tell you a player can cast lightning bolt targeting his opponent the redirect the damage to the planeswalker without actually targeting the planeswalker.

Wait, so Tezzeret (a planeswalker) is an agent of Nicol Bolas (also a planeswalker) and is also loyal to you (another planeswalker). How does that make sense flavor-wise?
this is an incredibly lazily designed planeswalker. the first ability is boring, and probably them just trying to conserve design space. the second ability is just what they use to make this guy a mythic. all they did was let you use tezzeret the seeker's ultimate earlier. not particularly creative. but the last ability...oh god...it doesn't even do anything! sure, it'll win you some games, but it's not fun to use! X|

The thing that I like the best about this card is the slight element of surprise with his last ability. I think that every game that I've used Tezzeret's -4, it's always been for a ton of life, and I've won the game by it.
I'll have like 5 artifacts out that my opponent has been busy dealing with (some of them 5/5 creatures, thanks to good ol' tezzeret), have 2 or 3 cheap but good artifacts in my hand (like spellskite, ratchet bomb, or contagion clasp) play the artifacts, use the -4, and call it a day :)
One time, I got to use his -4 to do 20 damage. It was awesome!

Really don't want to talk harshly, but:
I'm so disappointed. He is way too narrow planeswalker for UB. All of his abilities need artifact targets only and creating such a restricted planeswalkers, like Nissa Revane, didn't work better before. Nobody played her on constructed. So what's next, designing a new planeswalker which is working with only enchantments? Even Tezzeret 1.0 has some tutoring abilities that can be used in different decks which have lesser artifacts. But this guy isn't affecting battlefield alone. Although working great in full of artifacts deck, but in other decks, useless.
Flavour... I'm not getting any of it. Why isn't he colourless then, if all he is meant for artifacts? I've waited for UB planeswalker for years to put it in any UB deck and this is what we have got, something restricted without artifacts. Perhaps i have high hopes that he'll be something like Ajani Vengeant that is flavour-wise and useful in any WR decks. Tezzeret 2.0 will be disabled out of Scars of Mirrodin edition and nobody will remember him.
Edit: Wow, i was really furious at that time. But still, after seeing innistrad and dark ascension's cards, it saddens me that i was right about tezzeret's future and prophecy about nobody'll remember him after SoM block.
Also things like Pentavis, Thopter Assembally, Triskellion, and such with lots of Proliferate such as Tezzeret's Gambit and Steady Progress. For extra mileage (and because they splashed white w/ Tezzy on duels of the planeswalkers 2012) you could throw in Shrine of Loyal Legions. Just a thought.

OK- so here's my review for Tezzeret, outside the context of combo and block-specific synergy:
Anyone who rates Planeswalkers by reading their casting cost and their ultimate and then stopping is being a little short-sighted. I can already tell you that Sorin's best ability is his middle one. Most planeswalker's best stuff is in the middle, in fact. Ultimates are great for finishing the game, but it's not until you see someone minus 3 one Planeswalker, plus 2 another one, and plus 2 a third that you realize how great these 'free' utility spells are.
Tezzeret's +1 ability IS useful outside the context of an artifact deck. You can still decide that you just want dig really deep for that one single artifact in your deck to kill someone with, like Wurmcoil Engine.
Tezzeret's -2 ability is gold because of it's dumbly good positive interaction with Inkmoth Nexus. Throw those two in a deck with no other artifacts, and you have an Infect Win Con as an alt game plan.
Tezz's Ultimate looks a lot like Nissa's, 'play this one type of card, get huge profit', but it's interfering with people's ability to look at the whole. And in some formats, you just simply DON'T play without Artifacts. Like everywhere that Sol Ring is legal, for example. Tezzeret is a perfectly viable thing to add to a deck with Sol Ring and no other artifacts.
Is he worth his gold cost if you skimp on the metal? Yeah- because you probably aren't running an actually non-artifact deck, and it doesn't take very many artifacts to make him worth it if 4 of them are Inkmoth Nexus.
has always been the most interesting color combination to me, so I'm a little disappointed that the only representative planeswalker deals exclusively with artifacts. Here's what I'm waiting for:
Deathwetter, The Best Planeswalker 3 4 Loyalty +1: Target creature is unblockable this turn. -2: Target creature becomes a copy of another target creature until end of turn. -6: Target opponent reveals his or her hand. Until end of turn. you may cast each nonland card in that player's hand without paying its casting cost.

I know the official ruling is that when the artifact "becomes" a 5/5 artifact creature it maintains abilities such as Indestructible and Infect, but I disagree with this because on the card it simply says "target artifact becomes a 5/5 artifact creature" and nothing else. I think this should be a replacement in every sense and the artifact should be nothing more than what it says; a 5/5 artifact creature. I guess it keeps its abilities and types and subtypes and so on because it doesn't say that it loses them. I wish they'd be more specific about this in the future and I'm glad this card isn't in standard anymore.

2.5/5 Even worse than Tezzeret the Seeker, this card really just sucks. Compared to Tibalt is is shit. Compared to Chandra even, it is shit. Artifact decks are barely used now and often see a lose. Not to mention a lightning bolt or lava spike ends this guy who comes in at T4. His ult is activated within 1 turn which is nice but is practiclally shit early game.

I think MagicCritic's a troll. Calling Artifact decks terrible in all formats whilst using the no-longer-standard Lightning Bolt as an example of why he sucks should've been a given really. That, and Tezzy's not in standard either...
Man, some Planeswalkers though! This guy's like Elspeth Tirel, he only needs one turn and then it's game. Any halfway decent artifact deck without some unusual theme going on will easily have enough to wipe you from the face of the earth.
You can do a lot in that one turn though. This is why keeping a spell back for emergencies is always necessary.
When Tezz was standard, I'd ramp him out with either Mox Opal or Sphere of the Suns on turn 3, and then use his -1 on either a Vault Skirge or Signal Pest. He acted as a pseudo 5/5 haste (and sometimes lifelink) for my deck, which won a lot of races. When Tezz didn't show up, my Phyrexian Obliterators did, so I always had something to slap an Inquisitor's Flail on (with a surprise Tainted Strike for extra style points)!
In modern format, I probably wouldn't try such an all-in approach unless my counter-control measures would actually hold up in that meta.
EDIT: With the changes recently announced about the Legendary rule and Planeswalker uniqueness rule, Tezzeret will gain substantial support both in the way he and Mox Opal function. Basically, Mox Opals beyond the first will behave like Lotus Petals, allowing for a very early Tezzeret, who could go on to be used and replaced in a single turn regardless of his loyalty. That's a lot of digging, artifact manipulation, and/or life draining. Perhaps there's hope for Tezzy in modern after all!

If you know that the other player has Bolt, then no, this guy can't be Bolted immediately. Once he enters play, you gain priority. You can use his +1 immediately, and the cost of adding a loyalty counter is paid before your opponent can do anything. This only works if you do it right as he enters play, before passing priority, but it still means that this guy won't just take a Bolt and die.

I have a deck loaded with ridiculous artifact combos that routinely maintains 10-20 artifacts on the board, barring a wipe or a concerted multiplayer effort to thin the herd. I'm imprinting Memnites on a pair of Prototype Portals with Voltaic Keys helping crank out loads of free tokens, just to name one option I have with it. If I really don't want friends that day, I'll imprint Tangle Wire or Stuffy Doll, but I'm rarely that mean. Then Tezzeret comes out. It's hard to get through to him because I have a lot of defense or I have the board locked down, and I just need two turns with him alive to deliver a KO and give me the leverage to deal with any survivors.
The most polite name for this deck that I'm allowed to repeat here is "shenanigans." It never gets old looking at an opponent's facial expressions when they play something that lets them search my library.

Use Liquimetal Coating and his own -1 ability to turn him into an Artifact Creature Planeswalker, alright, cool.
Now play Enchanted Evening and turn him into an Artifact Creature Enchantment Planeswalker. Not enough? Alright, equip Tezzeret with Runed Stalactite and then play Life and Limb. Hell, let's go even more out there!

The first ability is basically an Ancient Stirrings that can't fetch land (unless you're playing with colored artifacts from older sets) but still seems like a pretty decent combo enabler.

He's not a 5/5 planeswalker because he's narrow, and that is a GOOD thing. Wizards seems to have learned their lesson with planeswalkers after the Jace fiasco. So far in Scars block, the planeswalkers have been fairly well designed. From SoM, only Koth sees a decent amount of play, Venser sees virtually none, and Elspeth Tirel has seen a tiny bit of fringe play as a random 1 of in white decks.
I could see this guy being tried out for Legacy affinity, he can come out turn 3 easily with Mox Opal, or even turn 2 with Springleaf Drum+Opal. Tutor up another artifact, then drain your opponent for like 12,14,or 16 life, and finish them off with burn spells/attackers/dotv.

I love that Wizards is finally printing planeswalkers that don't fit in every deck. Jace2 was awesome, but I didn't like him being required for blue in Standard. Koth is my 3rd most hated after Elspeth, Knight-Errant, but only because people seem obsessed with running him in every red deck ever. Machine-Koth is what he was meant for, and don't you forget it!
His first ability is somewhat of a double-edged sword - you can dive fairly deep into your deck and pinch an artifact card of your choice, but you may end up having to place powerful creatures or spells on the bottom your library, which may be too big of a drawback.
Regardless - he's very balanced, yet flavorful and useful, but unlike certain other Planeswalkers, he's really meant to be played just to be removed shortly after (like Sarkhan the Mad or possibly Elspeth Tirel). Might not see too much play in certain formats, but for many black/blue artifact decks, he'll be a staple.

And he's blue/black, so you know your gonna be rockin proliferate.
So while I'm not terribly impressed with him for standard format, he is almost the perfect planeswalker for Legacy format Affinity decks. If you play him and he sticks for just 1 turn, you win the game. Also, the fact that he can protect himself by tutoring up a creature or turning one of your artifact lands into a 5/5 blocker is rather awesome as well.

Seriously, Tezzeret's a BAMF. He can do things like animating Darksteel Citadel into a 5/5 indestructible artifact land creature. He enables Inkmoth Nexus to swing for five poison in the air. And all you need is five artifacts on the board for a 20-point life swing.

I'm getting one for my Vintage Tendrils Vault deck. And he'll do well when Tezz 1.0 is done for the day.

What I've been using him for is simply turning Darksteel Axe into a 5/5, Chrome Steed into a 7/7, and if I draw him early enough I turn an Etched Champion into a 5/5 before I have Metalcraft. But now you guys have made me think about Infect, damn it, back to the drawing board for another few hours.
And wow, so many people are getting him in Fat Packs. He was in my Fat Pack too. And when my friends and I split a booster box, one of us got Tezz as well. Mythic Rares are all of a sudden not too rare, it seems (I also got Glissa and Praetor's Counsel in my Fatty).
If you use Tezz's -1 ability on an Inkmoth Nexus you have animated it will be a 5/5 flying infect colorless artifact creature/land until end of turn. After the turn ends the Inkmoth Nexus will be a 5/5 Artifact creature/land with the ability to tap for mana and animate itself again.
If you use the Nexus' animate ability again after Tezz has turned it into a 5/5 Artifact Creature, the Inkmoth's animate ability will overwrite it for the turn, reverting to a 1/1 flying infect artifact creature/land, only to become a 5/5 artifact creature/land again at EOT. You could of course use his -1 again on it to make it a 5/5 that same turn if you so chose.
But any planeswalker that has "I command you to build a specific kind of deck in both dual colour and theme" written all over it is bad in my book. I never liked artifact creatures much, so I'm very subjective.
To make that standard deck for this guy, you need 4 of this and 3 jace 2.0... and that is gonna cost ya, big time. But if you already have a U/B artifact deck or is gonna build one, I understand why you like this one, but none for me thanks.

This guy can easily be the cornerstone of a well thought-out artifact-heavy deck. IMHO, this guy is waaaay more flexible than Tezz 1.0 with the exception of color, and unlike the first version, can protect himself as he comes down. Aggro or control build doesn't matter. This guy can make those steel weenies huge, and those "useless" counter-dependent artifacts 5/5 beatsticks.
ps: you don't need to have 10 artifacts in play to win with his ultimate. the other guy should have lost some life at this point in the game.
Actually, I feel that I can fully disagree with you.
His "Search for an artifact" effect on the original was a negative one. This allowed to search all of your library, but would most likely kill Tezz to do what you needed. This Tezz limits it to the top five cards, but it's a +1 ability, AND with blue's ability to pretty much fix draws, this is very efficient.
His "All artifacts become 5/5 till end of turn." was his original ultimate. This was a finisher, and if someone could prevent combat damage, or whatever, you've wasted him. This Tezz has it only as a -1 ability, and it's PERMANENT, and it's one of his most sought-after, as it makes cheap artifacts or artifact creatures with decent abilities a great threat. Very beneficial to protect him, or just beat away at your opponent.
Comparing the "Untap two artifacts" and this Tezz's ultimate is silly. Two entirely different things. However, where the untap is amazingly beneficial, new Tezz's ultimate is quite the effect, giving you normally a substantial amount of a lead (if not against infect, of course).
So, no, this isn't a watered down Tezz. They're for different decks. They're for different strategies.

It was even worth splashing black in my mono blue deck. Sure his tutor is much weaker, but its a +1 that u use repeatedly. Much better loyalty gain, also between this fabricate, master T, & grand architect any disadvantage is easily handled. His former ultimate is much better suited now, I'll take a permanently 5/5 ornithopter for -1 over a swarm for 1 turn at -5, especially now that his ultimate has been improved so dramatically. It'll either win u the game outright or will give u the life u need 2 win. With the old ultimate, if they managed to survive ( fog or otherwise ) gratz! Ur entirely tapped out of ur artifacts! GG game 2?

If ur only using him 4 his search, tinker / fabricate will do. New ultimate is better. Period. And master T + V key will do all the untapping u need but at instant speed. Now I don't play vintage or legacy and I'm not sure if tinker is legal and I'm too lazy to check. To be honest I could see a combo deck playing nice with tezz 1.0 a bit better but as far as time vault goes, I wouldn't wanna wait for 5 mana when I could just use the afor mentioned V key at 1 mana.
although it is a great ability if you just want to trigger his last, there are countless ways to generate artefacts quick and fast when you need it, and countless ways with artefacts to generate mana when you need it. so building round that should be quick and easy,
although i like the idea of liquimetal coating him and using his second ability to make him a 5/5 artefact creature planes walker, the problem i have with that is you have made him way more vulnerable, the sweet thing with PW is they are so hard to get rid of compared to artefacts and creatures, is just a waste, straight away he is on 2 loyalty and can be destroyed relatively easily, he will die from battle-cry and most pump and infect, destroy creature spells (although he is black) , destroy artefact spells, all your opponent needs is 2 2/2's and he is gone, you have wasted the use of his ability to tutor or turning something else that is worth sacrificing for more damage/defence. although it is not a completely useless strategy, there may be times where this is valid, but usually there wont be (at least not in multi player where any planes walker will put a giant flag above your head saying kill me)

His ultimate is not a bomb, which makes him less interesting. I think he is better than Sarkhan the Mad while focusing on the same areas: Card advantage, creature creating, burn

Sadly Leyline of Singularity doesn't work, since it's a Land...
However I'm quite annoyed about Nicol Bolas... He is in every storyline since Alara and it was in Time Spiral too (even I think only as a card...). This block should have been the rebirth of Phyrexia, the best villain in Magic (and the most rappresentative), so why put Bolas too? I think they are stressing too much this character and I don't even see a reason. They should leave Bolas at home and let Phyrexia spread its desease everywhere! Ok, maybe not so much, but I think that Phyrexia is such a great villain that Magic doesn't need a second one... I only hope that Bolas will be infected by the Phyrexian oil...
Back to the card, I just love the +1 Impulse-style ability... The second and third ability maybe are a little above the fair-line, but I think this could be an overall funny card...

So there for Tezzeret, Agent of Bolas would become an Artifact Creature Planeswalker if you use Liquimetal Coating on him and his second ability on him self.

honestly? I would either use this or Tezzeret the Seeker. If they weren't Phrexian flavored, I would definitely have less of a "they killed my favorite home world!" guilty consions Dx

Also, you can use its -1 on a 1/1 Artifact Creature. It's only condition it's that it needs to be an artifact, which artifact creatures are. There doesn't need to be a rule that says you can use it on a 1/1 Artifact Creature for you to be able to use it, but rather a rule that says you don't: e.g; if it said on it's -1 "Target nonartifact becomes a 5/5 artifact creature," then you obviously couldn't use it on a 1/1, but since it only says artifact then you can.
Also Vault Skirge can be a nifty beater and you can turn a Phyrexian Metamorph into a 5/5 once its done some other job.
Hexproof does not help planeswalkers that become creatures from burn spells. I know you didn't say it did but just to tell you a player can cast lightning bolt targeting his opponent the redirect the damage to the planeswalker without actually targeting the planeswalker.

I'll have like 5 artifacts out that my opponent has been busy dealing with (some of them 5/5 creatures, thanks to good ol' tezzeret), have 2 or 3 cheap but good artifacts in my hand (like spellskite, ratchet bomb, or contagion clasp) play the artifacts, use the -4, and call it a day :)
One time, I got to use his -4 to do 20 damage. It was awesome!
I'm so disappointed. He is way too narrow planeswalker for UB. All of his abilities need artifact targets only and creating such a restricted planeswalkers, like Nissa Revane, didn't work better before. Nobody played her on constructed. So what's next, designing a new planeswalker which is working with only enchantments? Even Tezzeret 1.0 has some tutoring abilities that can be used in different decks which have lesser artifacts. But this guy isn't affecting battlefield alone. Although working great in full of artifacts deck, but in other decks, useless.
Flavour... I'm not getting any of it. Why isn't he colourless then, if all he is meant for artifacts? I've waited for UB planeswalker for years to put it in any UB deck and this is what we have got, something restricted without artifacts. Perhaps i have high hopes that he'll be something like Ajani Vengeant that is flavour-wise and useful in any WR decks. Tezzeret 2.0 will be disabled out of Scars of Mirrodin edition and nobody will remember him.
Edit: Wow, i was really furious at that time. But still, after seeing innistrad and dark ascension's cards, it saddens me that i was right about tezzeret's future and prophecy about nobody'll remember him after SoM block.
Also things like Pentavis, Thopter Assembally, Triskellion, and such with lots of Proliferate such as Tezzeret's Gambit and Steady Progress. For extra mileage (and because they splashed white w/ Tezzy on duels of the planeswalkers 2012) you could throw in Shrine of Loyal Legions. Just a thought.
Anyone who rates Planeswalkers by reading their casting cost and their ultimate and then stopping is being a little short-sighted. I can already tell you that Sorin's best ability is his middle one. Most planeswalker's best stuff is in the middle, in fact. Ultimates are great for finishing the game, but it's not until you see someone minus 3 one Planeswalker, plus 2 another one, and plus 2 a third that you realize how great these 'free' utility spells are.
Tezzeret's +1 ability IS useful outside the context of an artifact deck. You can still decide that you just want dig really deep for that one single artifact in your deck to kill someone with, like Wurmcoil Engine.
Tezzeret's -2 ability is gold because of it's dumbly good positive interaction with Inkmoth Nexus. Throw those two in a deck with no other artifacts, and you have an Infect Win Con as an alt game plan.
Tezz's Ultimate looks a lot like Nissa's, 'play this one type of card, get huge profit', but it's interfering with people's ability to look at the whole. And in some formats, you just simply DON'T play without Artifacts. Like everywhere that Sol Ring is legal, for example. Tezzeret is a perfectly viable thing to add to a deck with Sol Ring and no other artifacts.
Is he worth his gold cost if you skimp on the metal? Yeah- because you probably aren't running an actually non-artifact deck, and it doesn't take very many artifacts to make him worth it if 4 of them are Inkmoth Nexus.

Even worse than Tezzeret the Seeker, this card really just sucks. Compared to Tibalt is is shit. Compared to Chandra even, it is shit. Artifact decks are barely used now and often see a lose. Not to mention a lightning bolt or lava spike ends this guy who comes in at T4. His ult is activated within 1 turn which is nice but is practiclally shit early game.
Man, some Planeswalkers though! This guy's like Elspeth Tirel, he only needs one turn and then it's game. Any halfway decent artifact deck without some unusual theme going on will easily have enough to wipe you from the face of the earth.
You can do a lot in that one turn though. This is why keeping a spell back for emergencies is always necessary.
In modern format, I probably wouldn't try such an all-in approach unless my counter-control measures would actually hold up in that meta.
EDIT: With the changes recently announced about the Legendary rule and Planeswalker uniqueness rule, Tezzeret will gain substantial support both in the way he and Mox Opal function. Basically, Mox Opals beyond the first will behave like Lotus Petals, allowing for a very early Tezzeret, who could go on to be used and replaced in a single turn regardless of his loyalty. That's a lot of digging, artifact manipulation, and/or life draining. Perhaps there's hope for Tezzy in modern after all!

Now play Enchanted Evening and turn him into an Artifact Creature Enchantment Planeswalker. Not enough? Alright, equip Tezzeret with Runed Stalactite and then play Life and Limb. Hell, let's go even more out there!
Play Rimefeather Owl and then use its ability to put an ice counter on it, giving it the snow subtype!
