His most relevant use is Planewalker killing, no matter how you slice it.
He's a 1/1 for , and an artifact creature, very nice,
Kills planeswalkers, heals infected creatures, takes away charge counters, turns off active quests/ascensions/etc, makes ratchet bomb almost useless...
I'm missing some, I know, but I'm tired of listing.

JtMS, Quest for the Holy Relic, Koth of the Hammer, Khalni Heart, Everflowing Chalice, even the severely underrated Grindclock. This little thing is as game-changing as Blightsteel Colossus. And it costs 1 mana.

I love three things about this card, in conjunction with my Kuldotha Rebirth deck. First off, it makes it playable again. I have been placing between fourth and sixth at my FNM of about thirty people for the last few months. Second, it balances deck completely, giving it answers where before it had gaping holes in it's strategy. And finally, it switches the flavor of the the deck from the rebelious mirran goblin renegades, to the insane, phyrexian goblin hordes of the now corrupted Kuldotha Forges. Love it. 5/5

I find it funny that at the first standard tournament since hex parasite was legal, exactly 0 hex parasites showed up. What did show up was 24 Jace the mind sculptors and 6-8 (I forget) jace belerans.

Do you know what's even more fun than removing your opponent's loyality or +1/+1 counters?
Using this for a Johnny deck with the intent of removing disadvantageous counters.
When i was scimming through the New Phyrexia spoiler and saw Gremlin Mine, i was disappointed that it couldn't remove single counters without getting sacrificed. Then again such an ability wouldn't make much sense on a mine.
Then i saw Hex Parasite and was like HELL YES FINNALLY. It will still remain a fragile casual deck, but it provides some fun.
And the Cúmulative Upkeep cost can stay on its lowest state (you have to pay it at least once since you have to add a counter and pay the cost at once, so if you want to get rid of them completely you'll have to use Eon Hub), which allows keeping permanents that were not ment to stay here forever, like Infernal Darkness or Illusionary Terrain as a soft lock. Quicksilver Fountain can also do this job. (Maybe consider adding a Carpet of Flowers for mana at this point) And Decree of Silence can be your ultimate lock. And while we're at depletion counters, Ice Age's rare dual land cycle (like Land Cap) suits nicely in here as well. Glacial Chasm can be used too, preferably with care ...in the end it's still better in a 43_land.dec
But Phyrexian Soulgorger just combines cúmulative upkeep and persist perfectly in this deck! Musician is funny to slowly force your opponents into sacrificing their creatures. And it gets even funnier when you pacify them this way with a Kulrath Knight. Ancestral Knowledge provides some good control about what you draw next. A Smokestack can be kept in control this way better as well. And it synergizes nicely with your persist creatures. Devoted Druid provides you with a good amount of green mana (especially with Power Conduit) Reality Acid can be used as a slow Vindicate. And Dark Depths provides a lot of counter fuel in case you should need it. (And of course an instant-Marit Lage via Vampire Hexmage.) Soul Snuffers also gives Chisei Some Counters to gurge. Need some tough defense against aggro? Use Shield Sphere or Wall of Shards. Delaying Shield is also somewhat useful here. Sheltering Ancient makes a great fatty. (In case your opponent doesn't have any creatures, maybe try a Varchild's War-Riders or a Forbidden Orchard. Maybe consider adding Defense of the Heart then while you're at it...but that might go too far :P) Roc Hatchling, Chronozoa, Woolly Razorback will gladly give this insect their counters, too.
On a last note: if you want to be the ultimate dork, add Swarmyard for your Hex Parasite, the Ferropede and Jhoira's Timebug (since you might want that too). You should cut some colors then, though...

This card was pretty much made to be used with Protean Hydra, the fact that you can take the +1/+1 counters off the hydra and have them doubled the by your next turn. A really quick way to get your parasite beefed up having such a large collection of counters at your disposal.

You probably know but that Fateful Hour mechanic in Dark Ascension makes creatures benefit from having a low life total. And if you want to tutor the parasite and/or the shadow, Ranger of Eos is perfect.

These are fantastic for getting more use out of your culmulative upkeep permanents. I wanna get these for my Inner Sanctum deck. I keep having to try and race it with Life gain. But with this it should read :tap two mana to prevent all damage dealt to your creatures.

Remember that planeswalkers have LOYALTY counters, not health. So the parasite dropping them to 0 is the equivalent of the 'walker fleeing the battlefield yelling "AHHHH GETITOFF GETITOFF GETITOFF!"
after comments about planeswalkers and Dark Depths, we can go a little simpler. fathom mage for easier evolve if you don't have a zameck guildmage out. also makes cumulative upkeeps easier to pay with the new rules about time counters; also, cards like Descent into Madness. if nothing else, swarmyard with an easy nonrestrictive 1 drop.

I love this little guy. When I was just getting started with Magic about 2 years ago, I asked a judge if I could target things without counters on them to kill myself. He said "Yes, but I can't imagine why you would want to do that."
Fast forward a month later, I had made a deck completely built around the Fateful Hour mechanic from Innistrad block. It worked like this
Turn 1 -> Any land, Hex Parasite, Turn 2 -> At least a plains, Ping yourself down to 4 life, Gather the Townsfolk, watch your opponent freak out at the army you just spawned, Turn 3 -> At least a plains, Thraben Doomsayer, swing for 13, Turn 4 -> whatever you want, swing for 15, GG
Only one of my favorite cards ever. Give this little guy a slot in EDH and he'll do more than you ever though possible:
Animar, Ghave, Marath, Skullbriar, Ashling, Kraj, Gwafa, Exava, Vorel, Sekki, and Mikaeus, the Lunarch all feel the pain. He can eat age counters or other counters that accumulate turn by turn (Assemble the Legion, Glacial Chasm, Smokestack & many more), Myojin divinity counters, and vivid or storage land counters (Everflowing Chalice/Astral Cornucopia too). He eats planeswalkers, hydras, graft creatures, arcbounds, and clockworks as part of a balanced diet, and he still finds time to pop illusions on the weekends.
He's just... unstoppable. 5/5

I was trying to build a deck like this since quite a while, but lacked some powerful cards aside from Power Conduit and Chisei, Heart of Oceans. Clockspinning and Ferropede wasn't too reliable. And Vampire Hexmage only has a single use.
When i was scimming through the New Phyrexia spoiler and saw Gremlin Mine, i was disappointed that it couldn't remove single counters without getting sacrificed. Then again such an ability wouldn't make much sense on a mine.

In such a deck Persist creatures can persist forever until exiled. Glen Elendra Archmage, Kitchen Finks, River Kelpie and Woodfall Primus are my favorites here.

For card advantage, use Mystic Remora, Bloodletter Quill, Phyrexian Etchings, Survivor of the Unseen, River Kelpie and Dusk Urchins are a good source for card advantage.
