This is great for a Stasis deck, or a deck running Tangle Wire.

I've seen Stasis decks use this and River Delta. You can play with these in a stasis deck by using them first. After you've drop the Stasis the next turn these lose their depletion counter and are ready to untap when you decide to bounce your Stasis.
Today there are so many diffrent non-pain duals that I don't think anyone would use these in a Stasis deck.
But then again we have cards like Power Conduit that you can use to move the depletion counter off for more productive use.
