This is a strange card because the creatures it works best with (Ball Lightning for example) are not white. That said, the upkeep cost is insane and can get out of hand really fast.
It looks as if the artist is a paparazzo and surprised the dudes in the image by drawing them just as they came from that door.

I'm not seeing how this works at all with Ball Lightning, let alone being one of the creatures it works best with. You'll be sacrificing the Ball Lightning at the end of your turn anyway (barring combo shenanigans), so why would you care whether it dies in combat? You're either swinging for 6, or hitting for less but taking out one or more creatures. Having the Ball Lightning survive all that is unnecessary unless you're also running Fling effects.
I would definitely use this in a W/R EDH deck... C-Upkeep is optional, you can decide to not pay it once and just pretend the card is a sorcery this time around.

Possible combos off the top of my head: Blasphemous Act, Inferno, Pyroclasm
