WU control doesn't run equipment, and given they already have a few truly awesome finishers in cards like Sun Titan, Baneslayer, Sphinx of Jwar Isle and possibly now Sunblast Angel I don't think a 2/4 that makes 2/2's and requires you to not only put equipment in your deck but draw it, cast it and equip it is going to make the cut. =P
As for the card... obviously pretty good in a cat tribal deck, and could be really good in limited, but you'll need some cards to back it up (that is, aerial support so that your opponent doesn't just fly over you =P).

A 2/4 for 3 is pushing the curve, but the fact that it's legendary pushes it back.
The ability is very nice, but a little slow to get running. Not sure if she can do anything in constructed, but she'll be a casual powerhouse.

When she gets turned on by artifacts she starts to make babies.
A solid 4 star card. In an equipment deck, this can overrun your opponent in 6 or 7 turns if it runs properly. I like it...and it's subtle...not one of those "beat you over the head oh so obvious" cards. Kudos to WOTC for this one.

Anywho. Worked pretty well in scars seeing as its got some pretty kickass equipment, darksteel axe, barbed battlegear, accorder's shield, the like. Might make an addition in an armanent master kor deck but eh, probably better things for the slot
And jeez, get your minds out of the gutter you guys! The flavor text tells the story: she's acting as Regent in Raksha Golden Cub's absence. She takes up the Kha's regalia and unites the shattered pride (the tokens) around her. It's actually a pretty flavorful card.
That said, she is certainly, um, athletic.

She is pretty crappy at attacking, and yet she wants to hoard all of your equipment. There are a few Equip: cards that let you move lots of them: Shuko, Umbral Mantle, Lightning Greaves. The mantle is pretty sucky without a combo though. It is free to equip because it does nothing until you put mana into it. Bonesplitter and Cranial Plating are both powerful and cheap to move. This is a tricky card to play because you put lots of eggs in a basket when you start piling equipment onto her.

It's tough, though, to imagine that situation flavor-wise. I picture her all weighed down will all of this equipment, maybe carrying them all in a big duffle bag, eventually resorting to throwing stuff at her enemies.

Not only is she a good general, she's really easy to build a deck around. Fill up about half the deck with a bunch of good and/or cheap equipments, then a smattering of other white things that interact with equipments, and maybe a few mass-buffers. Done.
kiseki, she's not that great an attacker by herself. But once you've piled all those equipments on her, she can be pretty darned good. A couple of Swords, a basilisk collar, a Loxodon warhammer, it adds up. Anything can be a great attacker if it's got 5 or 6 equipments on it, at which point you don't have to bother to move the equipments around.
The plan is simple, you move all your equipment on creatures that attack during your turn with the paladin and then you move everything back on her at the end of the turn. Next turn, you get fresh new 2/2 cat tokens and you simply repeat the process.
I squashed and outnumbered a Township token deck with her and Puresteel Paladin!
I have to admit she would make a great general as well.

Something that immediately springs to mind are darksteel axesilver-inlaid daggertrusty machetesylvok lifestaffaccorder's shield and other such low mana low equip, permanently attached type things - you could end up with a huge army rather quickly. Another thought is giving her a champion's helm - if you have enough fairly useless equipment to make her a monster, you cetrainly don't want her to be taken out by a strip bare or the like

such a fun general. i run her in a deck with just her, every good equipment, Puresteel paladin, and leonin shikari
i logged in just to post the combo i made up it requires 4 key cards to make it work. #1 kemba,kha regent, of course shes your main reason for this combo #2 puresteel paladin, ya his effects kinda needed to my your life easier #3 mycosynth lattice, turns ALL permanents are artifacts and are colourless. ya this is a god send #4 bludgeon brawl, ya i know what your thinking, this means all none-creature permanents can be equipped for their converted mana cost which is jack all since puresteel has metal craft from every freaking thing.
so that plays out to be this (keep in mind since puresteel is out your drawing for every equipment you play such as Accorder's Shield you draw a card) turn 1: play a plains tap throw out a sol ring (free mana and an artifact) turn 2: play a plains tap both through out puresteel play Everflowing Chalice with one kick turn 3: play a mountain tap for 3 play a bludgeon brawl play kemba. turn 4: play a land play mycosynth lattice equip kemba with everything (boots help alot) turn 5: 8 cats on upkeep another land rise and repeat
in case this is to glass cannon for you, play a dark steel forge so everything of yours is indestructible
Oh have mass artifact wipe in your deck since your stuff cant die and it kills your opponents board(s) since mycosynth lattice states everything is an artifact and turns everything colourless so pro is useless and swords are optional in the deck meaning its that much easier to put together.

Yup, just another vote of "fantastic EDH general." One supercat picks up ALL the weapons and you're swinging with a 15/15 Flying Trample Lifelink Double Strike Deathtouch Vigilance Hexproof Wither Haste (and the longer it takes to say your creature's abilities, the more fun you're having). And with all the tokens you get every turn, the only creatures you need are equipment support. Puresteel Paladin, Brass Squire, Stoneforge Mystic, Auriok Windwalker, Leonin Shikari, Indomitable Archangel, Taj-Nar Swordsmith, Kor Outfitter, then maybe an Adaptive Automaton to get his Adaptive Autocat on, then you just fill the rest of the deck up with blades and bludgeons. Highly entertaining.

Build up the army of cats and use Kemba for blocking everything.
