@Capys. . .Actually I belive what Keiya is saying is that if you use the ability in one turn with Training Grounds out the total cost is 4 mana. the first ability would cost and the second ability would cost . Great idea by the way.
By the way, any of you guys ever see the full art for this card?? I just looked at it in an old article (here it is: http://www.wizards.com/magic/magazine/Article.aspx?x=mtgcom/arcana/508) about how the art was developed for some old cards, and I finally can see where Memnarch's face ACTUALLY is! He's one creepy looking guy though lemme tell you haha.

Now EDH legal. My boycott of EDH is now officially over.
I love to have Tolarian Academy, Mycosynth Lattice, and Memnarch out at the same time, its just a snow ball effect of taking controll of things the more you take things the more things you can take XD

I hate when my opponent has this card. I've lost big against it, but I had one awesome success. I was holding on to an Experiment Kraj waiting for some way to get around my opponent's counter cards, when Memnarch came out. Then on turn 8 I drew a Leyline of Anticipation. I played it, then bemoaned my "idiocy" of putting it out right away. Sure enough it was stolen immediately but not before I used it to cast my Experiment Kraj after exhausting my opponent's mana to steal it. During my next turn I promptly put a +1/+1 counter on the Memnarch and stole it four only four mana.

This guy is one of the few cards capable of creating an Artifact Enchantment, which is a pretty bizarre concept.

So I met some guys the other day at my local shop, and they laughed when I said that Memnarch was probably the most broken General in EDH. They insisted that mono green was more powerful, so in about an hour with the help of the shop owner (for cards I didn't have) and my brother, I threw together a mono blue deck with this guy as the General. Fairly early in (can't remember which turn it was) I had Training Grounds down, and used Bribery to grab his Mana Reflection. Dropping Memnarch the next turn and grabbing his Seedborn Muse. I felt a little bad when his last resistance came in the form of Beast Within, and I sent it back at his lands with Spelljack, only to steal the token next turn with Memnarch.
Yeah, this guy is pretty nasty in EDH. That said, it was pretty funny seeing how ***ed they were getting.

My friends have conflicting opinions, so I'l ask here? May I use this guy as a commander in EDH? And if so, am I restricted to colorless, or could I use blue as well?

@degozaru: Colour Identity rule specifically for EDH/Commander states that mana symbols including abilities constitute the colours you are restricted to when using the Legend as your General/Commander.

I must be out of touch with EDH/Commander but who decided this? The rules are (or were) that the color identity is determined by the mana symbols in the casting cost. Why would this dude get an exception to this rule?
Do all colorless legendaries get their color identities from their activated abilities?

Yes, that is how it is determined now. For instance, Bosh, Iron Golem is a Red Commander.

You're play group would have to be a bunch of jerks to not let you build a blue EDH deck around him. That said, you're a jerk for wanting to use such an un-fun general, so you kind of deserve each other.

@Kragash and @ All who are confused
A card's colo is not a card's "color identity." A card's color is determined by the mana symbols in its casting cost. A card's color identity is determined by the mana symbols found anywhere on the card.
For example: Memnarch is colorless, but has a blue color identity, because it has blue mana symbols.
The obvious problem with a lot of the following cards is that they're expensive. To answer that problem, I have a lot of ": Add to your mana pool" artifacts, like Sol Ring, Thran Dynamo, Mana Crypt, or even Sisay's Ring. You can usually ramp to mana within 4 turns, if you're lucky. Other cards like Semblance Anvil, Cloud Key and Etherium Sculptor can also help you a lot, and their artifact type is rarely a problem.
Although everyone's loving Training Grounds, sometimes Heartstone does the job just as well. It helps with metalcraft (if that matters) and it costs colourless mana, which let me tell you, coloured mana is valuable in this deck.
In conclusion, the deck works very well. The only problem I have is getting blue mana. Originally, I played Urza's lands, but I found that a simple basic Island was a better choice. On that note, you might want to play Mox Opal, Vedalken Engineer, Silver Myr or Eye of Ramos.

@ Ferlord: I'm trying to build one, too. Memnarch is pretty sweet.
This card is amazing if you can find a way to generate infinite blue mana. Grand Architech and Pili-Pala is probably the best way to do it on the cheap, but I'd rather use Argorthan Elder, Maze of Ith, City of Brass and Ali from Cairo to get the mana because unlike with the Pili-Pala combo, you have the maze on your side, before the combo hits, and the untapping effect I find is way more powerful because you can tap OPPONENT'S creatures! Better yet, why not have both combos in your deck for real fun?

A card's colo is not a card's "color identity." A card's color is determined by the mana symbols in its casting cost. A card's color identity is determined by the mana symbols found anywhere on the card.
For example: Memnarch is colorless, but has a blue color identity, because it has blue mana symbols.
Thunderscape Battlemage's color is red, but its color identity is red, green, and black.
So Memnarch can be a general in a blue EDH deck.
Thelon of Havenwood can be the general of a black and green deck.
Color identity is a new term that was coined by the creators of EDH.
I hope that clears everything up for those confused by the term "color identity."
Fun fact: Psionic Blast exists.
Blue: Never not the best colour.
I think I love this.
I mean, at least as a mono-coloured general.
It's obvious to have lots of artifacts in the deck. Obvious artifact support cards like Master Transmuter, Voltaic Key, Darksteel Forge, and Mycosynth Lattice are a sure fit. Darksteel Colossus is a decent addition, just in case you're willing to sacrifice 3 artifacts with Kudoltha Forgemaster.

Mishra's Workshop is probably the best land available. Mycosynth Lattice is fairly obvious. The infinite mana combo with Pili-Pala and Grand Architect seems useful. Tinker is broken for a reason. Maybe throw in Blightsteel Colossus just to be a dick. Hilariously, the deck dies to the recently spoiled Hellkite Tyrant.
