Training Grounds is better, but only for decks that run blue. Heartstone is still good for all those other colors/combinations of colors that don't run blue.
Tell me you wouldn't want to run four of this AND Training Grounds in a 250 Rebel deck. See, the cards can get along.

Well, it does have energy rings around it, but they're nothing like the Darksteel ones...
Anyway, this is a great card. I never knew there was another card with the "Training Grounds" effect, and having one allows great fun in such decks. Especially since it's colorless! 4.5/5!
