Scion of the Ur-Dragon Commander decks, rejoice! Way too expensive for anything but Commander, as even a Dragonstorm deck would just see this as a "win more" card. That said, I can hear those Johnny brain engines whirring away at the thought of Naya decks with this dude, Dragon Broodmother, the various other Dragon Token makers, and Populate cards.
Actually, I just thought of something. Day of the Dragons and Parallel Lives and/or Doubling Season. You've already won at that point, but who wouldn't want to see an army of self-replicating nanomachine-style dragons?

Play it with Hellkite Charger and some haste enabler (like Fervor, In the Web of War or Anger). This way your new dragons can attack right after they're made, making more dragons in the proccess. You could go infinite if you have Mana Echoes out as well. And that's all in mono-R.

Its definitely a mythic rare in terms of sheer power, it also seems like a really fun card to play, but it costs the same as Bogardan Hellkite to cast, and doesn't have a relevant ability when it ETB (could pair with Lightning Mauler or Fervor to mitigate that drawback).
To me it seems like Utvara Hellkite is sort of like a mono-red Moonsilver Spear, only it costs twice as much to play and will exponentially increases your tokens every turn. I'm already running a singleton Spear in my RWU deck where the curve tops out at 4, but I think I can make room for the Utvara Hellkite I just pulled out of a pack tonight.
There has to be a way to break this for standard. We have ramp in the form of the keyrunes, one of the best removal suites in standard is red (Pillar of Flame, Mizzium Mortars, Flames of the Firebrand), we even have a one drop and two drop dragons in M13 as well as Thundermaw Hellkite as a hasty five drop. Going blue we have access to Hypersonic Dragon as well as the Dracogenius himself, not to mention Snapcaster for recurring your removal. On the other direction you could add either black and/or green for Golgari's scavenge cards (works with Slumbering Dragon), you have ramp in green, nonburn removal in black, and Jarad's Orders as a tutor. White doesn't seem to add anything useful to a standard dragon deck, but who knows? Maybe Boros will have a dragon up their sleeve.
Just stuff to think about.

cant believe no one has mentioned chengelings. why pay all that mana for all other dragons? just cheat him into play through reanimators or ramp into him and use him as a finisher by turn 5 or 6. most changelings cost 3 or so and u could have at least 3 out by the time u swing with him out.

I understand that WotC tries to produce cards in each set for every player but I feel like cards in an "expert" set , or whatever term the use now-a-days for these block set, should in some way all be related to the set/setting. I mean they printed Talrand in M13 but he really feels like more of an Izzet card given his ability. Even Delver feels more Ravnica than Avacyn block. It feels like this card belongs in the core set. He's a good dragon. He works well in casual and in EDH so he has a place but does not fit the flavor of Ravnica at least not yet. At this point in time Gatecrash and Dragon's Maze (Sinker) have not yet been printed so we will see where the story takes us.

After that, if by some horrible twist of fate you untap with utvara still alive, you make a token of it, attack with both utvaras plus the two dragon tokens from last turn, and get eight more dragons.

I plan on putting one of him in my Heartless Summoning Jund deck. Garruk's Packleader + him = FUN. Throw in a 3/3 Archwing Dragon (thanks to Heartless), and have dragons and cards. Dragoncards.

A lot of people are complaining about his cost, but Jund showed us that you can just throw in a good bit of green ramping and bam, you've got a dragon out that does more dragon when you dragon. Yup.

Combine with Fervor or any card that gives all creatures haste and on the turn you play this card you instantly have an infinite amount of attacking dragons plus 1 left to block in case something goes down. i give it 4.5 star minimum

While I was still learning how to build a deck, I had one of these in with a Rite of Replication and managed to kick it. 6 dragons at once, and they all attacked... *cue diabolical laughter*
Needless to say, way too expensive to build much of a deck strategy around, but it was still a fun win. The Kikki-Jikki idea up there sounds fun though.
This guy is KILLER. I have played him in about ten games. If I had had him out for more than 2, I didn't lose. My friend, who's deck is basically 9000% Encrust and counter spells slowed him down, but I broke him free and won three turns later, with about 32 5/6 dragons.(He was using Jace, Architect of Thought's +1 power).

at best it's an game ender at worst it's a flare for removal so your opponent have one less thing to use against you. I run him in my prossh, skyraider of kher edh, and I get at least 1 dragon when utvara enter the field, and trust me those token are devastating. if this thing stay even 1 turn in edh, you're opponent will be fighting an uphill battle with a boulder on greased ground.

I can cast him consistently by using Xenagos, the Reveler with my Sylvan Caryatids. You can use Mutavaults to attack and get dragons. Get yourself some Scourge of Valkases to wipe the opponent's entire board and even more.
