Sorry, no. Woolly Thoctar requires specific mana types. This doesn't reduce thoctar costs at all.

Decent card that really is good for a multicolor card deck, especially being 2 less to play. Can end up helping the opponent. Don't like it in EDH much where much of the time my opponent has a multicolored general.

Multicolored: Cards that require mana from two or more different colors
It's not restricted to cards that are two-colour hybrid (black/white, green/white, etc)

Quang, that's not what he meant. This doesn't lower the cost of Wooly Thoctar because it costs WGR, and Urza's Filter lowers only the colorless portion of the mana cost.
Example: something that cost 4WGR would only cost 2WGR instead .

A somewhat counter intuitive card as multicolored spells tend to have very few colorless in their cost since it's mostly taken up by the different colors of mana.

Although I do wonder why you wouldn't just use one of several artifacts that taps for {2} for a casting cost of {4}...only reason to use this instead is if you're casting two spells that can benefit from it in the same turn, and I just don't see that as-

I love how they just straight up called it a filter even though it doesn't match the meaning Magic players think of. More like Urza's amulet.
May as well use Mimeoplasm to replace the doppleganger or Glissa, The Traitor or something along those lines, so each time your commander dies, you can re-cast even faster than everybody else running mono-whatever...and then that isn't even going into what you can do with the / cards available out there and this. Oh, meanwhile, Glissa is still emptying your graveyard to your hand, and free is free when you get things rolling again. You still get to use Skithiryx, the Blight Dragon, too...

Think About This: Double with a Vesuvan Doppelganger or whatever a Painter's Servant makes CMC 2 artifacts become free, like *bam*, Myr Superion. I know, I know, you say all of those effects help everybody out...but really? If you're just stacked with the right things (Underworld Dreams, Howling Mine, Winter Orb, Torpor Sphere and Trinisphere). Use Scuttlemutt, Ersatz Gnomes, Wild Mongrel, Spiritmonger and Kavu Chameleon to avoid their protection, or whatever, for after you cast your stuff. So no, this is not a Helm of Awakening, because you planned for this. You are unafraid of the Mana Leak even before you draw your Aether Vial, Elvish Piper, Dragon Arch or Birthing Pod so you can finally clear your deck of lands and ramp up with Hermit Druid.
It's way better than Heartless Summoning when you're trying to bust out a Dolmen Gate or a Hivestone for your freebie Ichorclaw Myr and Steel Overseer (or even just hardcast an Invisible Stalker) to go in fast with Lightning Greaves and Swiftfoot Boots versus a Sliver Queen deck. You don't need to play into the Curse of Death's Hold will end me scenario, because your downgrading your dudes.
