Blocks a cascaded spell, that's about it. Edit: And now there's hypergenisis/cascade in ext. I would just run 4 Blazing Archon sideboard for dealing with that, though.

I'm surprised it hasn't been said in comment yet, but this card can counter ANY suspended spell that is coming into play. Suspend specifically says that when the last counter is removed, "play the card without paying its mana cost." That's the main point of this card.
If I was running blue and playing Time Spiral block constructed I would at least sideboard a playset if I didn't main deck. Most of the best stuff in the block came from playing suspended spells. Countering those for one blue is really good. Yes it's a niche card, only really useful in Time Spiral block, but in that niche it is excellent.
What a cool spell. So random but actually has some solid use against Cascade, Suspend, Traps, and 0-cost artifacts.
Would be hillarious to run this casually or in a side-board.
4/5 just for cool factor.

They missed the bet here: This card would have been much better, all-around, if it had cost 0. It's only right that if a spell costs 0, you should be able to counter it with a (very limited and circ umstantial) 0-cost spell.
There was perfect symmetry right there in the designers face and they whiffed.

Some day I'd like to build a deck of very picky counterspells like these, as well as others like Intervene, Confound, Spell Pierce, and Second Guess. With enough card draw and transmute support, as well as maybe some Essence Scatters and Dissipates to smooth out the corners, every game would be like solving a puzzle!

A bit surprised that no one mentioned that this counters Pact of Negation and its ilk. Highly situational, but at 0CMC, worth using if you are playing in a format with lots of these kinds of shenanigans. Also, counters Nix. Yes, I linked you right back to here!

The future shifted card design made me think this was a 0 CMC spell. Hooray - 0 for 0 that would have been nice. But with B as a cost - well, just another mediocre, situational counter.

You can Nix anything as long as you Delay it first. Admittedly that's inefficient, but it guarantees a use!
