this is quite decent for a creature deck, or a creature based combo deck.
It is just counter target removel for one.

Turn Aside is strictly better for defensive purposes (example: Intervene could counter a Giant Growth targeting an opponent's creature, whereas Turn Aside can't.

Dr. Manhatten from Watchmen could learn a lesson or two from Urza.

I'd expect to see this more in green than blue given the tough restriction's focus on creatures.

Could this counter a counter-spell targeting a creature card being cast? It doesn't say "in play"... or even a spell targeting a creature in a graveyard like Unearth?

Unfortunately for Intervene, when a creature isn't in play it isn't considered a creature. It's a creature card in any other zone. Green Sun's Zenith is a pretty good example of that.
