I have concerns about the wording on this card, why not just say "if it was the second spell cast this turn"? It sounds like they second guessed the sentence:

"Counter target spell........ that's the second spell cast this turn!"

Great in the blue control/delver mirror match for the sideboard, not sure where else this is truly applicable.

Seems like a card that'll be clogging up hands far too often unless you draw it early. And I don't think it's worth putting enough copies in to ensure you DO draw it early. Should have been a common, I think.

Works surprisingly well against blue I'd imagine. "I play this card that's gonna let me destroy you" "Yeah nice try. Dissipate." "HAHA no thank you."

It's not necessarily a great card, but it isn't that bad

A counter with an odd condition attached. Narrow in focus? Yes. But it's a counter that offers no escape (short of a counter against it) at 2 mana, not even 2U. And it also plays on the psychology of the players; most people wait until the 2nd main phase to cast anything that they aren't going to use before combat that they might want next turn. It's not perfect, but if you can play the first spell on their turn, they you can counter whatever spell they play first. 4/5

Well, Wizards is probably cautious with 1cc istants that can counter any spell, even if they are conditional.

You know, wotc, if you want to have a format sans counterspells every once in a while, it's all fine, really. You don't have to print awful counterspells though. Just don't print them altogether.

It counters counterspells, and turns the age-old strategy of "bait out a counterspell with this decent card so I can cast my bomb," on its head.
Play silence during your opponent's upkeep, hold onto this just in case.

If you're playing another blue deck, than this is benificial during your turn! You cast a spell. If they try countering it, you can second guess it! The restriction is the second spell cast this turn - it doesn't have to be their second spell!

Or imagine casting a spell before your opponent on their upkeep. Then, whenever they try casting something, you can second guess it!

Let's not forget you can use this to break a combo as well, where the flavor text fits in perfectly.

Your opponent casts mana-ramping spells like Dark Ritual/Seething Song. You counter the follow nasty spells they are going to cast with this one.

Not sure if it's entirely visible to most folks, but this is card is almost tailor designed to hose Snapcaster Mage. There really isn't anything else to explain about it.

It's exactly on cost compared to Cancel, which is the standard to which you should be comparing all new counterspells. Any 1 mana instant sets it up, bringing its cost to 3. The risk of it not being able to hit their spells sometimes is offset by the chance that it can be cast for 2 other times.

Stop counters against your Miracles, or counter your opponent if they get greedy and play a cantrip into a Miracle on your turn.

This seems like a counterspell for people who don't like counterspells, which I think is good. Anyone splashing Blue can keep a few of these on hand to stop the Dissipates, and people who normally think control players are jerks can see things with a wider perspective.

Steev, the difference is in the subtlety. If it said "counter target spell IF it's the second spell cast this turn," it would go on the stack, then check on resolution whether or not it works. In its current wording, it cannot be cast unless it targets the second spell cast this turn, which can make it more difficult to get out of your hand if your opponent has something like Black Vise out. Not that I know anyone who runs that.

I think you guys are missing something pretty important here...

The reason this is better than people give it credit for is because a lot of times, someone playing against blue is going to cast a small creature or small spell first, to see if the opponent will waste his counter on it. This is a low-cost hard counter against any bomb your opponent tries to drop on you. 3.5/5

After much deliberation, I think I finally figured out why this was printed: a hoser for Miracles. It won't always hit the Miracle, but it will hit the next spell they play that turn (and it's likely that they will play another, seeing how cheap Miracles are). Additionally, if they Think Twice into a Miracle on your turn, you have a cheap counterspell ready for when they pull Entreat the Angels or something ridiculous like that.
