Hell, this card is so sweet, I hard cast it in my Blue/Green deck. This is extremely effective in multiplayer games where you know what's in your opponent's deck. I love searching through white decks and playing Wrath of God or searching for my friend's Curse of the Cabal.

I even hit a mill deck with their own Traumatize just for giggles. (that and I didn't want them to draw into it)

This card is a solid 4/5.

My casual B/U Rogue tribal deck contains no Doom Blades, nor removal of any kind. Why? I know SOMEONE will have some.

In Commander, choose the richest player that's using a blue deck. They'll probably have a bribery in their deck, and you can check them for good creatures while you search for that sorcery.

The first thing I'd like to point out is that you are eliminating a specific card from your opponent's deck. It's a bit like Jester's Cap or Nevermore in that way- lots of decks, this can plain cripple if you take their big bomb win condition. That would be worth 3U without the prowl keyword, so in Rogue Tribal it's already just fine.

On TOP of that, you get to play the card yourself. That would be very nice indeed at 3U mana, though 5UU seems a bit much. It's worth it to splash a couple Rogues, just for that.

Oh. I don't have to even pay the mana cost? Yeah, I would definitely pay 7 mana for that. And I would do whatever I could to make sure I get to cast this, either by filling up on Rogues, or by finding some decent Mana Ramp.

This is an auto-include in Commander, and by extension that means all Blue Commander decks probably want to have at least one Rogue creature. Not a whole lot of them, because not All Blue Commander decks NEED to be Rogue Tribal (not by a long shot), but you have room for one, and since Rogues are so often able to get Unblockable, you were probably already considering at least one in the first place. And maybe a '3 Rogue minimum' is not unreasonable, considering how powerful this card is.

But seriously though, searching through an opponent's library and exiling one copy an instant or sorcery would be TERRIBLE at 3U. What if their only instants/sorceries are things like Rampant Growth that aren't relevant turn 4-ish anyway? Splashing black for Memoricide in your otherwise blue deck is much better if you really want to cast something for 4 that doesn't affect board position and barely affects your opponent's future draws anyway.

But on to the card itself.

Your later conclusion that every commander deck should run this...no, just no. Sure there's going to be times when it works out great, but it's not worth 7 mana (no, Commander is not "ignore all mana costs, the format") to search through an opponent's deck and find that the only big instants/sorceries in their deck are boardwipes...and your board position happens to be really good at the moment. And throwing a few bad rogues into your deck just to support this one card won't help anything, if you play a weak card with no real board impact like, I dunno, Inkfathom Infiltrator, you've given up a card for the sake of having a 20+ turn unblockable clock in a format where you don't want other players to be annoyed at you, oh and one card in your 99-card deck costs 3 mana less. Congratulations.

No, do not shove rogues into your EDH deck for this. It is powerful enough at full price.
