This can be fun with 0/0 creatures that go to the graveyard as a state based effect. Clockwork creatures for example or Graft creatures, Phantoms, The potentials for abuse here are pretty wide.

I have a bizarre combo for this card....built into a Time Sieve deck.
This combo can be hard to set up...except with tutors, plenty of denial for your opponent(s), and good old fashioned Card-Drawing-Power (Vedalken Archmage), it's fairly awesome. Still one of my favorite decks to play...with T. Academy, Paradise Mantle, Demonic Tutor...you can see where this is going.
I have a set of this card. Great combo with Ravenous Rats, Infectious Host, Bottle Gnomes, Thoughtpicker Witch, Augur of Skulls, Bile Urchin, Mesmeric Fiend, Deathgreeter, Soul Warden. Hey, that's my deck!

this card slawters in a Doran, the Siege Tower deck with a bunch of low power/ high toughness deck. or in a wall deck with rolling stones thus you get a bunch of almost indestructible powerhouses!!

Good for Zubera and with Chimney Imp, although it would be weak to many other decks due to its high cost requirement for having low power creatures.
Sekki, Seasons' Guide. From the same block, one of the most annoying combos I've ever thought of. I mean, who doesn't want an 8/8 that comes back when it dies and leaves 8 tokens on its way to the grave? Even if they do kill Sekki with kill spells, he just comes back. Course you have to watch out for red spells aimed at this guy.

Seems like a great card to have when you have stuff like Pentavus in the deck. I like the idea of this guy as a commander.
Besides that, this guy is good with Fume Spitter and Bile Urchin.

Seems like Most people are forgetting about cards like Ball Lightning that would make this absolutely sick. Sad you cannot use Elemental appealas the token doesn't stay in the graveyard.
If my understanding of the rules is correct once it comes back into play its already past the end step so it'll stay

@acemanner I think you misread the card, as Shirei looks for power 1 or less, not toughness. You'd have to somehow lower Ball Lightning's power to 1 or less before he heads to the graveyard, which would probably be more trouble than its worth.
This guy is pretty limited in the cards that he can work with in regards to the entirety of MTG, but that said, he is an absolute blast to play if you can deal with the restrictions. Also remember to look for cards that end up with 1 or less power, not necessarily start that low, like Mindless Automaton or like heavyterror said, Pentavus and friends.
5/5 for a very unique legend with a fun design, and decently powerful if you build your deck around him.

In an EDH deck, make most of your removal -X/-X, so it'll double as an emergency failsafe to use his ability on bigger creatures.

I've been staring at this thing a while and am surprised I only saw 1 person talk about graft with it. It was even in standard with it once! Think about all that grafting... Graft them straight to the grave and what happens... They come back, just to get helped up by all the cards it grafted onto itself. Things just Keep getting bigger! Add a doubling season for some added grins. Works along the same lines of Sekki, can be done with less mana.

This guy plus a full run of spikes, key of course being Spike Cannibal, the cannibal hits, steals all the counters, the rest die from being 0/0 and return at end step. If you can drop a second cannibal the whole process will auto repeat at each end step.
@Atogatogatog: Actually, the name "Shirei" is derived from the characters for "death" and "zero". You can see this on the Japanese and Chinese translations of this card.

My EDH general, and no regrets. Favorites are pentavus, delraich, and spawning pit. I drop cheapos with 'when enters battle field' abilities, and then sac em.
An EDH deck with this guy as your commander, a bunch of 1 power creatures and sac engines. Thoughtpicker Witch + Blood Artist + this card + Chimney Imp = You will never have a decent hand or top deck. OH!! And I gain a bunch of life, killing you slowly.
