Winter Orb on legendary legs. An interesting tool for a control deck.
Although you likely won't want to use both simultaneously since this would allow untapping two lands. Anyways, Stoneshaker Shaman does a great job with this guy if you're splashing red. Spelltithe Enforcer, Loxodon Gatekeeper, Kismet and Orb of Dreams also work nicely with this guy (or the Winter Orb). If you add any other forms of mana accel to your deck you'll get a big advantage from doing so. Mana Cache can have use for this deck in particular (and Mana Geyser would have too if it wasn't simply that awful), Braid of Fire also works nicely, and any mana artifacts like Chrome Mox or Mox Diamond easily allow to cast Hokori earlier, too.

Interesting way to slowwwwww things down. Maybe combine it with all those otherwise horrible 'Untap when this happens' lands for a passable but still horrible combo? Nah, probably not. But it has an interesting flavor and one of those effects that just screams 'build a deck around me, I'm better than I look'

How can Rising Water be better then this card, I mean all you have to do is unsummon him during the final end step on your opponents turn, and boom your in the clear. Recast and laugh at your opponent all day long.

Note the "on their controllers' untap steps" clause. If you can find a way to make your lands untap on THEIR phase, they're all set to go when your turn comes around. A good example of how to do this is an artifact land-heavy deck (or Mycosynth Lattice if you can manage the 6 colorless) and an Unwinding Clock. I use the lattice/clock combo in an artifact deck to keep up a solid defense during opponents' turns, but it's just as applicable here in crippling opponents' mana supplies but leaving yours mostly unaffected.

The extra rules mention using Mirror Gallery.. If I were ever to do that I would in addition use Mirrorweave (one of my favorite cards ;) as a response to Horoki's upkeep trigger. This way, assuming you had lots of creatures you'd effectively be at full mana again.
You can build a powerful deck using Hokori... If you can manage to get even a few of those artifacts out onto the battlefield, drop Hokori and protect her with something as simple as Protective Bubble or Indestructibility

Even without any of those, it turns "white weenies" into "white weenies on crack"...
OR you could just break out your Sword of Feast and Famine.
