chemistry35, no it's not. it still punishes permission decks, which have to leave untapped land if they want to counter your spells. in fact, it may even be better with M10 rules because it'll never punish YOU.

Even if with pre-M10 rules this created a more dangerous lose-lose situation, I agree with WhiteWhizard42 in that this can be even better in that is more safe...!

This card is NOT useless with the removal of mana burn. It still forces your opponents to tap out their lands. That prevents them from doing anything on your turn. Counterspells aside, standard good strategy is to burn your opponents' creatures on their turn, which adds an element of surprise and suspense, as well as being able to respond to some combo or something they will do, like cast an aura or buff spell, or cast/equip an equipment, making them waste the spell and mana. It also stops them from casting ANY defense spell, such a that blasted fog or Holy Day without a penalty. Don't forget regeneration too. It's not as common now as it used to be, but it still prevents them from having open mana for a regenerator for your attack. And obviously, this puts hard strain on blue counter decks who try and leave just enough mana open for a counterspell.
Of course, this works both ways too. This card really does need to be in a special deck.
