This is a good "stall/stutter" card as i like to call them. Makes someone have to think a little extra before casting a spell. Also a few of these out and it's major pain in the butt. Only con is a tiny bit on spendy side, but 3/3 helps i guess.

the 3 toughness is nice as it puts it out of range of a lot of black and red removal, still a bit pricy for what it does though
By the time you're playing five-mana permanents, 'tithe' effects have since ceased to make much of a diiference. Perhaps they're tapping out for that game-ending bomb, but it's not troubling at that point to sacrifice a single tapped land to force it through.
I've had this thing played against me numerous times in multiplayer and EDH, and it's never done anything relevant.

Nice draining! Yeah, they'll always pay, but extra per spell adds up, especially if they forget about him. Bit expensive though would have preferred a 2/2 for or 0/1 for but so early in the game it would end up being broken. 4/5.

Meh honestly, this card isn't very good for a rare. Pretty much a 3/3 for 5 that says "All spells your opponents control cost 1 more to cast" except the effect is slightly worse because it gives your opponent options. Just play Grand Arbiter Augustin IV since you're probably playing blue control with an effect like that. Or just play Mindslaver. w.e.

Unique ability + unique subtype + unique art = uniquely deserving of a 5/5.
Outclassed a little by Chancellor of the Annex, though. A Storm-combo player might not care about the permanent sacrifice (tap all lands and mana producers in advance) but a Storm deck is stomped by the automatic Chancellor Daze effect.
I'd love to find a way to run both Chancellor and this guy.
