This is essentially a more versatile Mystical Tutor for 2 more CMC.
There are too many ways in blue to get 3rd from the top for this to be rated at 3. Preordain, Ponder, Impulse, the aforementioned mental note or any of the tons of draw 2+ will get the card you wanted on your next turn. Or with Ancestrall Recall or one of its weaker clones you can get the card you wanted on your opponents turn.
With the restriction on mystical tutor, it should be higher rated than 3. And should really see more play than it does. To me Long-Term Plans is comparable to Mystical Teachings, Intuition, and Gifts Ungiven. The first being limited in choice, more cost but replayable, the last 2 being counterable by GY removal for combos or strips your deck of something good if you grab all the same.
Also, the flavor is awesome, so for me 5/5.

Fun fact: this is the only non-permanent blue spell other than Intuition that will let you search your library for any card, rather than limiting you to a specific subset (e.g. instants, sorceries, etc.). Also its instant-speed, meaning you can use it at the end of your opponent's turn to offset the delay slightly.
A perfect card for Blue control. If you can survive through three draws you can get access to whatever it is you need to win the game.

LOL when I started playing, this tutor was (regrettably) the best in my arsenal for assembling my ridiculous n00b combos. I couldn't understand why everyone didn't use them.
As great as Mystical Tutor is, I feel like this card is, at times, even better, as I frequently need an artifact or creature instead of an instant or sorcery. It's a shame it doesn't see mo-ALL HAIL THE GREAT LORD EGOTIST!

This card is extremely good in EDH where searching for Enchantments or Planeswalkers can be difficult. The only real downside of this card (other than having to wait a few turns) is that it locks down your deck from any kind of searching.
Drawing, Scrying, or Milling yourself will negate all downsides - making this one of the best tutors in blue. I give this card a 4.5/5 for its sheer potential.

Compared to Diabolic Tutor, they put it in blue, they reduced the mana cost by 1 strict mana, they put it at instant speed, and the only side effect is that it doesn't put it right into your hand, it puts it 3rd from the top... in a color that has never known to have problems drawing cards... or getting card advantage for that matter. Basically what you can do with this in its simplest, aside for just waiting for it, you already grabbed card advantage now you use that extra card to brainstorm with this and, BAM! you just not only pulled out the card for a straight tutor, but you also fixed two cards in your hand. I'm sorry that you were expecting Demonic Tutor at instant speed--that card was a rare and it's probably never getting printed again. If you want straight pull to hand use the already commented Mystical Teachings, Intuition, and Gifts Ungiven. Want to break the card? Oath of druids. 4.5/5

Pretty powerful in Maelstrom Wanderer EDH. Since it's an instant, do it at the end of the turn right before yours, untap, draw a card, and then the tutored card is second from the top. If you cast MW right now you are guaranteed to cascade into the tutored card.

As others have pointed out, Blue has *too many* ways of retrieving that card instantly-
Ancestral Recall, Brainstorm, Jace, the Mind Sculptor, just to name a few.
