@DarthParralax: in cheap? The print run for Commander's Arsenal is so absurdly low this isn't much cheaper than a Tempest one.

Pretty darn good - at worst, its a slightly less effective Sensei's Divining Top for the same activation cost. At best, it gives you access to double your hand, and allows you to set up a lot of hijinx like miracle casts, Oracle of Mul Daya, Future Sight, cascade and all that.
Personally, I like it alongside Thawing Glaciers - turns that land-only card advantage into nonland card advantage, which is always a plus.
In addition, works well if you have multiples of a card that may be redundant (ie. legendary cards), as you can get rid of the ones that you aren't using.

Actually, this card is best when used with land tax, for those who don't know. Very, very powerful when used right... I have a nasty tax-rack deck. 5/5

Yeahsh -_- Dragonbreath's right. :/ If you are a lucky sunova gun who has one, play it with a Judge Foil Land Tax. Commander's Arsenal was a bad flop because only people who bling out their already-owned decks with foils and promos could get it- it did not enable anyone to do anything they couldn't do before, except Sliver Queen became cheaper in Commander.
Er, and the Portal cards truly were interesting, and better than FTV: Legends' Portal cards, but not shockingly fantastic. Sylvan Library's new art was not desirable enough to want for me, but the card is actually worth more than a Legends one because Foil I think. Overall, I theoretically like a lot about the Box because it's not that overpowered (I've always like WoTC product Designers) but they sometimes make decisions I don't like- like which rarity to put things at. This should -NOT- have been as common as the Commander Decks, for what it turned out to be- but it -SHOULD- have been something close to From the Vault-gettable print run so you could buy one for $100, which would be a very sweet online bargain.

Be honest with yourselves people: "Deckbuilder's Toolkit for Commander" sounds like something nearly impossible to make. They would have to pick like, 250 above-average-for-rarity at every rarity to give you that. 100 Commons, 75 Uncommons, 50 Rares and 25 Mythics. That's a Whole Set of MTG basically. It would have run $200 MSRP, except way more on Ebay.

During an EDH match where I was playing a mill deck, my opponent began his turn with 0 cards in library, 1 in hand. He used Scroll Rack during upkeep to cycle that 1 card back onto library for the draw, then swung for the win.

Yeah, it's not cheap. The Arsenal version is more expensive than the old version. On the website I shop from, the Tempest Scroll Rack is $18 and the Commander's Arsenal Scroll Rack is $24. Of course, the Commander's Arsenal Rack is foil.
