Both Decree of Justice and Entreat the Angels create angels for expensive cost. While EtA (!) has Miracle for mass angel production, DoJ replaces itself with the cycling cost and cheap soldiers, and it could trigger Astral Slide and Lightning Rift. I think EtA is better for W/U control with library manipulation and DoJ is better for other color combinations.

Millions of Angels, Angels for me. Millions of Angels, Angels for free.
Unlike Bonfire of the Dammed, the non-miracle cost is still going to be super useful.
Just played a sealed draft on MWS... faced this card... I was winning, and then I lost horribly. It's a stupidly costed card. Maybe the best draft card ever printed. The only miracle is that it got through R&D. Not a well-made card just ridiculously broken.
In fact, drawing this card in your first 3 turns or so, the only case where the Miracle can't be used, is probably an UNLUCKY scenario. Casting it for 5 and getting a 4/4 flying Angel, if you do get it earlier, is still top tier in draft. You have a very high chance to just flat out win if you pull this in a draft, based on its merits alone, and ignoring the rest of your deck.
@Gcruda - Please don't contribute to Doubling Season being mentioned on every single card that has "counter" or "token" in its rules text. It gets very old.

Pulled one at the prerelease, and didn't lose a single game in which I was able to cast it. Buddy of mine pulled one too, and was down 4-28 in a game when he finally miracled it. He ended up winning, not taking another point of damage.
If ever a card was worthy of a mystic slot, this is it. I want as many as I can get my hands on.

Lost a game that I was otherwise winning when an opponent with no cards in hand top-decked this, cast it for its miracle cost and dropped four angels on the board. It only happened once, but cards like this just leave a bad taste in my mouth. This seems like another wurmcoil engine, or BS angel. No skill involved, just play it and win -- in this case, you do have the miracle requirement; so, maybe it's not quite as bad.

I got this in sealed on Saturday. I hard cast it twice, once for 3 angels and once for 2. I won both of those games.
I MIRACLED this card once for 6 angels and utterly blew my opponent out of the water from way behind. I didn't even get to attack with the angels. It's just that I already had a goldnight commander and 4 more creatures out on the board. I proceeded to swing for 40+ damage that turn.
This card hits so many notes of my inner Timmy it's just sheer elation. My favorite card in the set, hands down. I am making a casual Miracle deck BECAUSE of THIS card. You know what's really going to bust this card in my deck though? Penance
I addition to the obvious tutors, I was also thinking of Hidden Retreat, but that may be a tad bit too situational. Was wondering if anyone came up with any other permanent ways of abusing/dredging miracle cards? Will prevent me from looking at every single obscure card everprinted to come up with an idea.
Edit: Conch Horn, and Survivor of the Unseen. I can already see Scroll Rack totally breaking miracle costs. Now to search for card like Brainstorm that force top deck manipulation and drawing on the end of an opponent's turn... cause being able to cast Devastation Tide and/or Temporal Mastery at the end of an opponent's turn for one generic and one blue is totally fair for blue control.

The trick to it is Mad Prophet. Tap him on their end step each turn and get twice as many chances to miracle it, and if you get it on the end step you can swing with your new Angels just about immediately.

Love, love, LOVE this card. I happened to pull this in my sealed pool at the prerelease, and it was thanks to this that I went 4-0. I miracled this card a grand total of 5 times, each time making at least 4 angels, and I never even hard-cast it. I can see this card making its way into Standard decks as at least a one-of. Plus, the artwork is gorgeous!

I kind of hate this card. In limited, if your opponent topdecks this after turn 2, you tend to just lose right there (unless you immediately get Terminus or something). Even at 3 mana, he still just got a 4/4 flyer for 3, which is an amazing deal.
For comparison, hardcasting this gives the exact same power/mana as White Sun's Zenith, except with flying. And White Sun's Zenith is not exactly an awful card.
Also, how is Temporal Mastery rated higher than this? Temporal Mastery is a cute effect. This ends games.

Temporal Mastery is rated higher because it fits better with more themes and can be used at any point in the game. Early game, it's a huge advantage to be a turn and one land ahead especially if you're playing against a lightning fast weenie. Late game, if you can only put your opponent down to 3 life this turn or only have 5 cards left to mill, another turn will let the rest of your deck do what it does to finish the job while your opponent is still tapped out from your first turn. Entreat the Angels might "end games" but there are answers to everything, even a bunch of 4/4 flyers without haste. Two turns demands two answers. Temporal Mastery allows for both game control as well as game ending. While Entreat the Angels can make a lot of formidable flyers, you need to spend mana on other things to be able to kill with your angels the turn you cast it. You really have to prepare your battlefield for this card before you draw it to do that... which means you'll need 4 of these babies in case you draw it in your first hand and that's why it's cheaper. It'll just sit in your hand until you can pay the for two 4/4 flyers but by that time, will get you a lot of other things on you second turn after you've already attacked and all that jazz like forcing those angels to tap with Ghostly Touch or Blinding Souleater - cards that are probably naturally on the battlefield anyway regardless of whether or not the player was trying to draw Temporal Mastery. It's a card that enhances decks and easily fits into any build.

What's great about this is that just hard casting this for X=1 is just slightly worse than playing Serra Angel. X=2+ is great, and miracles are just insane.
Um.. And just how do you expect to cast this sorcery card on your opponents turn? You can't miracle this n their turn even if you somehow draw it.
This is an awsome card if you top deck this. Pretty much a dead card if you pull it out in your opening hand or draw it as a second card. I would run 1 or 2 in my deck at most. Lots of fun when you miracle this.

As you draw an instant or sorcery with miracle, if it's the first card you've drawn this turn, you can immediately reveal it. When you do so, you may cast it for its miracle cost. It doesn't matter whether it's an instant or sorcery; if you choose to cast it, you do so right away, even if it's at a time (such as your draw step) when you couldn't normally cast it. You're not required to reveal a miracle card, even if you could pay for it. You can always choose to just draw it as normal.
You're allowed to cast the first card you draw each turn if it has miracle, so if you find ways to draw cards during your opponent's turn, you get another chance for a game-breaking, miraculous moment.

What really gets me about this card is that it's practically never a dead spell. Even when hardcast for anything more than X=1, this is above the curve; for 1, it's a slightly less splashable Serra Angel without vigilance, which can still come in handy. When it's miracled, it's so far above the curve that it ceases to exist.
