Clout of dominus can be very useful in a red + Blue deck for quick protection(Shroud).

One of the best enchantment auras that I've ever seen. Why you may ask? Because its simple: 1. Its really cheap, 2. It makes red and blue creatures stonger, and 3. It can shroud the creature it enchants so that it doesn't die to pesky removal that usually make other enchantment auras ineffective.

Solid in the early game for U/R decks. I love the low cost, although I've never been keen on enchantments that grant haste (I find the first turn use only a bit of a waste of an ability.)

Run this in an aura effort grixis deck... Cards like Kederekt Creeper, Grixis Grimblade, Sedraxis Specter, and Fire Field Ogre will surely benefit from this aura... Thraximundar "Terminated"? Enchant him with this and Thraximundar is unstoppable...

Psychguy, there is an aura that matches the color of all the mimics, so the synergy was obviously intended. Personally, this is my least favorite for the same reason StatisMage said, haste is a waste after the turn the creature is summoned regardless of the Enchantment's cast. However, making it a one drop makes up for it, I guess. I haven't tried U/R yet.

The best shroud instant out there for blue. It's good even if you are not playing with double coloured creatures.
Awesome haste and small bonus for red creatures.
If you are playing BOTH colours, this is a must.

Most auras are really really bad, since they get destroyed when your creature is bounced, killed, exiled or whatnot, and then you lose two cards at once. This one is a bit better, in that it reduces the chances of said thing happening: shroud gives the creature some protection against targeted removal, toughness against mass burn, power is a nice bonus and haste makes sure it doesn't have to wait a turn before it can do stuff.
Problem is still: in response to playing the aura the creature is killed / bounced / stolen / exiled / phased or whatever, and then you still lose two cards at once. So I'd try to use equipment instead.
I got some of those anyway in a noggle deck. On turn 4, you can play noggle bandit and slap this on it, and you got a 4/4 haste shroud ninja donkey with invasion.

1 Mana for access to two useful/relevant abilities and a potential buff. The two-for-one argument is much harder to make when the mana loss is minimal. The card advantage loss always hurts, but in this case, it looks like it is worth it.
So, why the lower score? Well, in a fit of irony, this card lacks proper creatures to empower fully. Sure, there are a few, but critter-auras need diversity in order to be truly fun, since they can NEVER be played alone, and this one has conditions.
Make no mistake, giving a blue creature +1/+1 and Shroud carries more clout than normal, if only because most blue creatures worth running are worth PROTECTING as well.
In fact, this is a great aura, but not that great of a CARD in general. Why? Lightning Greaves. Same two abilities, free equip, no 2-for-1 potential. No P/T increase (obviously) but Greaves is still light years ahead of most defensive/non-removal auras.
Seriously Wizards; print some more playable U/R creatures.

In my opinion the lower costing auras of this cycle are the best, so this is one of my favorite of the cycle. Your opponent can still 2 for 1 you with this, say if they play Doom Blade in response to this. Regardless the shroud is still very nice. I never find the haste all too useful, since I don't normally play it on a creature I played the same turn, but it's nice in some situations.
I really like the haste, the fact that it's 1 manna makes it relevant, the shroud is also nice, almost as good as the indestructible offered by it's G/W friend.
I enjoy putting this on a Mindwrack Liege and then summoning 6+ CMC creatures for 4 mana. Then I put another one on Niv-Mizzet. Then I summon a Stormtide Leviathan for 4 mana just be be a prick. Fun times killing friends.

@ Pillow676: No, it's not strictly better than Robe of Mirrors. For it to be strictly better, it would have to not care about the colour of the enchanted creature. This can't give any nonblue creatures Shroud, and it is completely useless on nonblue nonred creatures.

Even in mono-blue, +1/+1 and shroud is nothing to turn your nose up at.
This turns Frostburn Weird into a 3/6 haste shroud for 3 cmc that can swing for up to 8 later on. That is something you do not want to f*** with.

I play it in my casual-modern Izzet deck. It's cheap as hell, both in real money terms and mana terms (doesn't get cheaper than 1, shut up Little Girl ) and it gives +2/+2, haste and shroud to any creature I play it upon.
Basically it makes my dragonauts be for 3/5 straight from when they come into the field, and shroud isn't a drawback because they pump themselves and already have evasion in the form of flying, for 4 mana. It becomes a creature most opponents won't be able to get rid of, short of board wipes or spells that hit all creatures - and since you're playing Izzet, good chances you can counter those, and pump the Dragonaut in doing so. In short, you will keep hitting them for at least 3 until the end of the match and if you're in trouble a 5 toughness shrouded flying blocker will go a long way towards saving your ass.
tl;dr one mana to make your dragonauts unkillable and get +2/+2, plus it's dirt cheap. anything else you want? 5/5
edit: I didn't mention it's pretty much never a dead draw. In UR - you want first and foremost for your (probably few) creatures to do their thing and survive while doing so, haste and shroud is exactly what you need. This card is just perfect in UR, the dragonauts example was just icing on the cake because they have flying, which makes them a pain in the ass to deal with.

Good, but not fantastic. In Izzet aggro this is rather nice for pumping and protecting one of your key creatures, like Wee Dragonauts or Izzet Cyclops (though it can still get 2 or more for 1'd in response).
