it used to basically be a 4/4 which was nothing spectacular, but was good, now not so much.

I still think it's a decent card.
I like the idea of him blocking couple of weenies and later when things get ugly, let him block some fattie. It's like the last thing he'll do will be also the best one.
And he is all the more useful in mono U.

Before Magic 2010, combat damage used the stack just like spells and abilities.
Basically the damage that was applied during the combat step could be responded to.

So basically you could block with this guy and switch his p/t making him a 4/2.
It would apply 4 damage to the blocked creature.
Then in response to the damage being applied, switch it back to a 2/4.

In essence, this card was a three mana 4/4.
Which is pretty darn good any way you cut it.
These days, it's much more underwhelming.

I'm going to go out on a limb here, being that I've been gone for a while, and assume that the rule change everyone's referring to is the damage on stack. Before, you could have him deal 4 damage during combat by switching his power and toughness and then pay U or R while damage is on the stack to switch him back so he deals 4 and then has a toughness of 4 as well.

4/2 for three is not bad at, especially in blue red. A 2/4 isn't bad either. A fairly capable 4/4 was a bit too much for the colors (i.e. before 2010 rule change). So truth be told it's still not a terrible 3 drop. It's mediocre, 3-3.5 People drop it low because they compare it to how it was before, but it should be rejudged on its own merits (not compared to before) now.
