The art work is bad, really bad. I agree, its too big and cartoony for a race of half human/half horse people. The noggles should have been drawn with a much taller, slender, lean build; with darker skin and background to make them look more fearsome. Almost all the art work for them is juvenile and negates any serious attitude of thier race; a race that should have been really evil and cunning.
As for the card and its mechanics, they're ok. The bandit isn't really all that, great despite being almost inblockable, because its susceptible to just about every type of removal that exists. The only good solution to this problem would be to play Clout of the Dominus on the bandit, that way it would be a 4/4, almost unblockable, shrouded powerhouse.

In response to what mrywkoob said, I am pretty sure that they are supposed to be modeled after donkeys not horses. Hense the funny proportions and generally stupid appearance. They were not meant to be a sophisticated, refined race. They are looters and mischief makers. Not everybody can be badass warriors some are put there to be the butt of the joke.

Shadowmoor and Lorwyn's art was really terrible regardless. Not necessarily low-quality, but just terrible in styling and execution. Everything in fairy tails isn't cartoony or some kind of lop-sided and short humanoid with urine colored eyes, I don't understand why most of Lorwyn and Shadowmoor had to be this way.
It's too bad, mechanically this set was really amazing and inventive, yet the art is so terrible that it drives me away from buying most of the cards unless I absolutely have to.

You'd have to actually play a sidestep deck to appreciate this card. You'd have to face a sidestep deck to fear this card. I play sidestep, and this creature is a big part of its structure. Four Clouts, Four Riverfall Mimics, Three Noggle Bandits, Three Stream Hoppers, Three Magefire Wings, and Four Swerves. Add some Cancels and other good stuff, and you have a nearly unblockable beast of a deck. It was the first deck I ever played, and I refined to to be great. My username is a tribute to the card that seems harmless early game- that is until you magefire and clout it.

Play this with clout of the dominus and you suddenly have an amazing combo which you can build a deck around. A 4/4 that's unblockable is ridiculous... add shroud to that combo and this card is essentially four damage every turn and pretty much stomps everything

I actually love the art, it is the reason I picked it out. I figured it was supposed to be extremely ugly. The people I play with don't really have any defenders, so this is a good card to ping with.

Magic Arcana has already cleared up this issue. Noggles are huminoid Donkey creatures, the 'Real Magic' equivilant of Unhinged's Donkeyfolk. There already is a race of half human/half horse people in Magic. It's called Satyrs.
Edit: @Liquidprism, yes and no. Satyrs are sometimes depicted as man-horses, sometimes as man-goats. Fauns are the ones that are consistently depicted as man-goats.
