In response, can i Dismember my own titan, Turning him into a 1/1 so they end up paying 7 for a 4/4 XD

@00bsdude If you read what the card says carefully, you'll notice that it says "where X is the exiled creature CARD's power and Y it's toughness". With wording like that, i'm 99% sure it only looks at the numbers printed in the corner of the card. If it cared about effects that change the p/t of the creature, it would say "where X is the exiled creature's power..." instead referring to the actual card.

I believe the key word on the card that answers your question is "EXILED", it gains the P/T of the exiled card, which means it's checking the cards stats after it's been removed, an the moment the card was removed it lost any other effects that were on it that could have been altering its stats, and is just it's base stats. If that makes any sense.
either way I like this card ... I happened to get one in a booster on pre-release an my friend got 3 ... an he hates them so I may be getting a play set of them to put in a mana ramp GU deck.

Removal and a (potentially) giant beater wrapped up in one. What is there not to love? Yeah, it's not Titan level, but in my honest opinion, a lot titans feel overpowered. I give it a 5 for being pretty balance in what it does. It's also pretty awesome in limited too. =3

To be fair, the original duplicant was a completely overpowered card. You could kill off anything, now exiled, and then beat your opponents face with a creature that stole it's power and toughness. It's a better shriekmaw in essence (without the evoke). Now a 7 mana 3/3 duplicant in blue is still good, but the difference is that duplicant was really good in mirrodin because the amount of creatures that did something when they entered the battlefield were not that many. Traditionally at the time, many creatures had effects that required them to stay in play. It wasn't that uncommon at the time to have a card that simply read like.. 4/4 uncounterable and has trample. These were all prime targets for a duplicant. The current meta game is chalk full of creatures who do stuff when they enter the battlefield and this weakens the ingester a lot.
For example, even if you get their titan, they got an affect from it already. You kill their grave titan they still got 2 tokens, the primeval titan 2 lands, and etc. The last thing you want is for them to play like an acidic slime, and then exile it to get a 5/5 after it's already destroyed something. It weakens the ingesters playability a lot. The current meta is also more geared to fast aggro (red warcry and squadron hawks attacking with swords), and the ingester really doesn't do anything to help with that.
It's great for casual games though.. I can't wait to be holding this card, and have an opponent drop a blight steel colossus or an emrakul. Why yes, I will attack you with my 18/18.

That's funny, he doesn't look like he could eat an Emrakul, The Aeons Torn. 18/18 for {6}{U}? Yes please! (it can do this similar to the way he can be dealt with via Journey to Nowhere)
As for the rules questions floating about, Phyrexian Ingester exiles the creature firstthen gets the +X/+Y bonus, meaning, once the creature is exiled any counters on it or effect will fall off, and it should be just the creatures base P/T applying to the bonus. Lastly, Venser, The Sojourner for some serious removal.

@TPmanW: I'm pretty sure it only looks at the original power and toughness (it says the card's power and toughness not the creature's) so it should get +3/+3 for exiling another ingester.

It says "...is the exiled creature card's..." as well as the fact it says "exiled" and I think most people know that in any other zone than the battlefield, a card's power/toughness is exactly what's printed on it. The exception being the case of */* creatures (Darksteel Juggernaut) which have a static ability that effect them off the field. I'm not 100% on how that would be handled. I would assume it would go by the owner's artifact count, but don't quote me on that.
So in your example, it would get +13/+13, no matter what the controller of Death's Shadow life was at, at the time or afterwards. Again, this is just my interpretation.

Blame the Wierd creature type in Ravnica. Now Blue has an excuse to have great creatures.

One of the strangest creatures I've ever had the joy of encountering. What's nice is that while it may seem not so blue, it's all a matter of perspective. It's like a Mind Control, only the creature you steal gets +3/+3 but loses all abilities.
Oh, and the artwork is amazing. Like, insanely so. THIS is one hell of a scary creature.

For people asking why this isn't in Green;
Green does not do creature removal well, almost at all. It has a number of ways to kill fliers like Leaf Arrow or Squall Line, but unconditional creature removal is unheard of in Green. That's why Beast Within is such a big deal, it's basically a Vindicate for Green, with a slight drawback.
But back to the point, Green just prefers to run over opponent's creatures with it's bigger creatures. When Green eats things, it eats its own things. Remember the Devour mechanic?
As for this being Blue, that can be a bit harder to justify. Blue doesn't necessarily do creature removal much, especially exile. It does however tend to make very large creatures like green. It has its Leviathans and Krakens, it's just not good at ramping them out.
But yeah, overall I find it funny how this card is taken as an example of Blue becoming too good at everything, despite the fact this doesn't see competitive play anywhere. At the end of the day 7 mana is a lot for targeted creature removal (not at instant speed either), and if the specific creature you want to remove isn't particularly big it's kind of a waste. It's useless against an aggro deck that doesn't run creatures with more than 3 CMC, since you will probably be dead before it hits the board.

If you look at the text on the card, Phyrexian Ingester states that it exiles, then checks the p/t of the creature exiled. Since counters and other p/t changing affects do not apply when the creature is exiled, then it would only be the base p/t.
I love the type on this-"beast". That's rather nonspecific, It looks more like it should be creature- Mutant Spider wurm hydra horror to me. As for playability, it is a reanimate target for most, and nothing more. In EDH however, we have quite possibly the best beatstick in blue. It inherently nets a plus, removes indestructible creatures and will likely be the biggest thing on the field once it hits.
