An old favourite of mine, and the popularity of Momentary Blink makes me happy to see I'm not alone in liking this kind of effect.

Underrated utility card. Other than saving your own creatures from death; you can use it to harm creatures that depend on +1/+1 counters like Protean Hydra. Any permanent that depends on counters to use, like Planeswalkers or Vivid lands, are rendered useless. You can disenchant Auras on opposing creatures. You can unequip opposing creatures. You can really mess with opposing cards that require sacrifices when they are brought into play, like Orzhov Basilica or other Ravnica lands.

this sucks because it's a sorcery. it's actually a lot different from momentary blink, but blink is still a lot better.

This effect is kinda useless at sorcery speed, don't ya think? Well not COMPLETELY useless, but not better than a hoser/utility against certain types of cards (Planeswalkers come to mind, own and enemy's)

Here's a question. Say you have a planeswalker and use their ability. Then play flicker. Can you use their ability again? Or no because the rules say "you can only use this ability if none of that planeswalkers abilities have been played yet that turn?" I was guessing yes you can because in the oracle ruling it says after you flicker the permanent is new again.

Yes, you can indeed use a planeswalker's ability, then flicker it and use its ability again that same turn. Once it leaves play, it stops being the same 'casting' of the card, same as if it had gone to the graveyard or been permanently exiled somehow. It triggers leaves play and comes into play effects- so its loyalty counters will reset too.
Now if you found a way to phase it out...

Better than Momentary Blink, as you can bounce any nontoken permanent, and an opponent's at that. So you can bounce a reanimated fatty, or a quest/planeswalker, bounceland, etc. Though if you're building a UW deck around comes-into-play critters, Blink may be preferable.

This effect doesn't always remove counters, it just resets a permanent to the state it would have been in if it was just put into play. So this card can only really help vivid lands, as when they come back they get all their counters back. It also situationally both helps and hurts planeswalkers. I think the best thing to do to a planeswalker with this would be to use a powerful minus ability, use this on the walker to refresh its loyalty counters and then use another walker ability as it will be a fresh version of the walker. You could also do what you may have been sugesting and use this on an opponents walker who is about to go ultimate, resetting them to fresh.
But you are right, this does wreck Protean Hydra, since zero mana was spent on x for the new version it will come into play with zero counters and die as a state based action when it is 0/0.

Reset your imprint artifacts: Prototype Portal, Isochron Scepter, Soul Foundry
Reset your enchantments to new relevant targets: Oblivion RIng, Nevermore, Runed Halo, Detention Sphere
Reset Planeswalker counters, then use their ability twice in one turn: ALL OF THEM
Furthermore, you can reset cumulative upkeep counters and fading counters which appear on enchantments, artifacts, and lands.
Though I suppose you could always blow stuff up with Spine of Ish Sah or Reality Acid.
