In the Hulk Flash deck, you use this to "evoke" Hulk, yes. But the card was probably intended to give a creature card "flash".

@themlsna this card is completely ridiculous, any card with an enter the battlefield or leaves the battlefield effect becomes an instant, i mean it turns emrakul into time walk.

This still causes enter the battlefield effects to trigger, even if you do not choose to pay the difference in the mana. So you play this card, choose Emrakul, it goes into play, and it leaves play once you choose to not pay the difference in mana (causing you to shuffle your graveyard into your library but that's not important). If you haven't gotten it yet, it comes into play. That means you get an extra turn. For the same casting cost as time walk.

I dont think this card was intended to be "evoke". There was a total of 0 things to abuse when this came out.
So if any card needs an oracle, its this card. The wording was designed not to be abused, but more so because they were not sure how else to word it. And they did oracle this card for awhile, and when they changed it back, it quickly broke legacy in half, followed by Banned/Restricted.
