Right after Innistrad block? Are you serious? Wow. A pity you can't copy it for any appreciable effect, since your graveyard will be empty once the first resolves.

I can't think of many mill deck types that would want to use this... But it does exist, and it does have the potential to be very powerful. It might be kinda cool as an alternate win-con for self-mill, in case all the wrong cards hit the grave or if Laboratory Maniac bites it, or something.

Yes, self mill will work out really well. Though most other decks will frown at this card.
Think of guys like Undead Alchemist, Skaab Ruinator, Armored Skaab, Chronic Flooding, things like that. Mill enough of your own cards with flashback and such, while milling their deck with your zombies, then pull this card out for a win right when they don't expect you to be able to mill 20-40 cards at once.

It's an alternate wincon for my Battle of Wits deck, if I drop below 200 cards in my library.

This card in a format with Forbidden Alchemy? I've never really complained about milling my opponent 20 for 6 turn 6. True value will be shown once Dimir enters the stage!
Pros like me will find all kinds of ways to combo this in our mill decks.

Chill of Foreboding suddenly becomes better in straight up mill: You can play it a few times, then Psychic Spiral to load the self-targeted parts all onto your opponent at once.

Combo with Mirror Mad Phantasm, or better yet, a Clone or its Evil Twin. Just make sure the Tormod's Crypt isn't in play.

I actually think this is pretty hot anti mill tech. Live the dream and mill the mill player.

Thinking about putting 2 of this into my standard legal storm deck, it runs 4 epic experiments, 4 increasing vengeance, 4 reverberate and 2 chandra, you use epic experiment for 5, topdeck a reverberate or increasing vengeance to keep it going, and then run 8 burn cards, 4 pillars of flame and 4 izzet charms.
if you add these then you have been through your deck enough times to kill them 3 times or more.

This is one of the win conditions in my self mill Battle of Wits deck...I can go for a fourth of my deck and almost completely mill someone on the table :)

The Mimeoplasm EDH seems like it could have a use for this, especially if you capitalise on self mill shenanigans.

@PyRaTeZ - you can't keep an Epic Experiment going with a Reverberate. You can target the Epic Ex but by the time Reverberate starts resolving Epic Ex is no longer on the stack so Reverb copies nothing.

Am I the only one who gets some sort of sick satisfaction knowing that this card could turn a mill deck into "well I mill you for 7, that's your deck, good game." to "Wait just a minute, during your end step I cast psychic spiral, mill 47 cards and I reshuffle." And then a face of utter loathing. Great sideboard card for blue/anything.

2.5/5. Not a bad card in limited especially to get back creatures and removal after you've used them once. The mana cost is a little steep but with the added mill ability this could be a game winning card in the late game.

Nice blue recursion for EDH. Gets better the longer the game lasts, and can be followed up with a Relic of Progenitus. As an instant, it could even be played before enemy graveyard hate.
can't believe this card is rated so low. Anything that lets you reshuffle your graveyard is good in my opinion and I think it has to have a high cost because of the mill ability. I mean, what about an esper colored reanimator deck? self mill till you can reanimate the good stuff and then put it all back in your library and watch your opponent's best stuff get flipped. What's not to love?
would be especially fun with Echo Mage since he could double the effect.

Will result in hilarity in EDH games played in response to Rest In Peace.

Five Mana is a lot, it is enough that I am not sure I would ever actually play this, however, this card is begging to be played with Mesmeric Orb. Mesmeric orb, Snapcaster Mage, Rune snag, Visions of Beyond, I already play this deck, but this card is really looking at replacing Archive trap at the top of my mana curve. Maybe as a sideboard if I am playing someone with no search? (Not a common occurence)

I use this as a win condition in my self-miller deck; 150 card deck, Traumatize yourself, and this guy. In my experience, most decks can't take 80-90 mill...

It took me awhile to realise that this is a great anti-mill sideboard card. Undo all of their work, kill their Consuming Aberration, and probably mill them to death with one card. Save until the last possible moment for best effect.

I use this in my Mimeoplasm EDH deck. After I've milled half of everyone's decks (my own included), this can be a strong finisher, but it also doubles as a way to save my own graveyard in case of something like a bojuka bog.

WAIT A SEC!
Shouldn't this actually be a sideboard card for control against mill? That Dimir guy Mind Grind away your Sphinx's Revelation or Supreme Verdict? Get it back and punish your enemy in the process.
Seriously, that's probably what they made this card for.

It could do well in the right deck. Traumatize yourself, Archaeomancer to get it back, Traumatize your opponent, then drop this. Make them mill half of their deck as well as half of your own.

I seriously have no idea how or why people rate these cards.... 3 stars? What are you all smoking. This is a control deck card.. An absolute bomb when you resolve it. A total win condition. This single card beat legendary Pro player Guillaume Wafo-Tapa...
This card obviously sucks though since net kids are rating this at 3 stars... I guess the top pro players are using junky cards in their pro decks.
This is why you should never judge a card based on the silly rating it gets here on wizards...
This card is raw power when it resolves late game and is an instant win condition in a control deck. 5 Stars kiddies.

This thing is actually quite the game-ender in self-mill. Chronic Flooding, Tome Scour, and Dream Twist can turn this into a win condition. Or, you can just use it on yourself to recycle your graveyard.
I use this as one of my two or three win conditions in my tweaked version of Turbo Fog. It's one of my favorite cards to play, especially if my opponent thinks I'm going to mill myself first.

Playing Nicol Bolas EDH and this thing solves all of my problems. It deals with people trying to exile my graveyard, it restocks my library with spells while filling an opponent's graveyard with reanimation targets (Rise from the Grave/Chancellor of the Spires/a stolen Geth, Lord of the Vault which all of my friends are running), and finally, it prevents me from decking myself in the late-game. It's also great for "re-rolling" your graveyard in decks that run reanimation and focus on reanimating their own creatures. Potentially combos with Traumatize.

Pychic spiral is actually good against a MILL DECK. Bascically if your openent uses Jace Memmory Adept 0 abilty and uses it at least 9 times! us the spiral and it'll be payback

Imagine this: Chronic Flooding, Traumatize, Snapcaster Mage, 4-7 counterspells. Oath of Ghouls, Doom Blade effects, Stitch Together. Something scary to lock it down... Grave Titan/Rune-Scarred Demon/Desecration Demon.
