Definite self-mill potential. Target your own land or anothers if you're gonna try milling them out. Psychic Spiral gives self mill a new twist too, which i like. This card combos accordingly.

Only makes sense if you mill yourself. Playing it on opponents lands is stupid. :| And even if you mill yourself, I'd probably play a creature instead, that mills me. That can at least attack and deal some damage.

I am happy that blue goes back to their roots punishing people for tapping lands for mana.. But this effect is just bad in most cases.

This card is bad even from a Limited milling standpoint. I appreciate comparisons to Psychic Venom, and a deck could be made to abuse the mill effect, but still, Psychic Venom seems like a more reliable strategy than this.

there isn't enough mill in this set to make a dedicated mill deck. Not in Sealed, constructed, or even draft. and this is so conditional it's pathetic. In the Self mill-vein, why would I start to run blue for my golgari deck when I can get better white or red cards from the rakdos or the selesynya?
This card is not bad at all , i keep some mill cards aside for the day i will have enough to build a deck and this can easily mill 9 cards for 2 . This come in Ravnica with : Crosstown courier destroy the evidence bad a part of deathrite shaman psychic spiral sounds good And if you look at M13 you can see that there is a potential to mill with Jace's Phantasm and others .

Wow, a great utility card at common! I think this can be useful in fun casual decks that require lots of ressources in the graveyard, like decks based on Boneyard Wurm and Splinterfright, or even flashback decks. Or even budget reanimator :) - Unfortunately, this isn't the best for Treshold decks, at first I thought it was, but in that kind of deck, it's only "okay", it's probably better to have Tolarian Winds in that deck.

The errata states "Chronic Flooding becoming attached to a tapped land won’t cause its ability to immediately trigger. That land must go from untapped to tapped."
But what if you manage to tap it while it's already tapped? Shouldn't the card text have been "whenever enchanted untapped land becomes tapped"?

GSPDraft, yeah, you could just tap your land without caring about the mana. You'd just waste one mana that'd disappear when you changed phases.
If I were you though, I'd keep that land open until it's the beginning of your turn, just in case your opponent has some anti-enchantment stuff. It also tricks them into thinking that you've got a Cancel or Synocate in your hand.
... I don't know why they'd use a Naturalize on that, but... who knows, maybe you're playing standard dredge.

@Lord_Sauron, if it's already tapped there's no change in state, which is what this card requires to trigger.
It's fairly easy to downplay this card until you use it to mill 12 an opponnent on turn three with Hidden Strings and Invisible Stalker. While there are cards that at cost are strictly better for just mill amount at this price point they don't have the added benefits of land denial or permanence that this card does and when you're playing blue mill/control in standard few things are as helpful as slowing down the numerous aggro decks.
