The point was made on MTGSalvation that this kind of effect is probably impossible to balance; either its cost is low enough that it's capable of lopsiding the early game, or will offer no real advantage in casting if the earliest you can viably cast it is turn 7 or 8 (you weren't planning on this being your ONLY spell of the turn, were you?).
All other colors got new mythics and blue got this card. Again. Lazy work, wizards...

Leyline of Anticipation is the right way to go with this card. Actually, it's quite perfect for a {U}{R} counter-burn deck.

I would say that it's not broken yet, but that's a tautological statement that's true for all cards. Given the nature of this card's effect, the only way it would be playable would be if it was broken. And it's (currently) not.
Also, sucks that this got reprinted instead of giving blue something new, or perhaps a splashy reprint of some kind. Time Warp was probably too powerful, but I would much rather have it than this. Easily one of the least exciting reprints in M12.

So mad I got this as a mythic the first time around. This is why I'm not buying any 2012. Everybody was saying how great this card was, "If you don't recognize this card's greatness you can't play Magic," etc, but now that it's reprinted people recognize jank for jank. .5

I would rather run magus of the jar and risk having it removed than giving my opponent 7 cards before I get to use my 7. Time sprial let you use all the cards you drew in that turn, time reversal let you draw into moxs and play all your cards in the same turn killing people with underworld dreams. This card is too much of a liability.

Yeah the only real use for this right now is in combination with Psychosis Crawler. And even then only if you want the headache of inevitably explaining to your opponent that Crawler's P/T aren't checked until the spell finishes resolving so that effects like Jace's Archivist and this don't kill it.

I'm just thinking I might have a use for it in the new more aggro blue, spend the first few turns dropping lands, bears, Lord of the Unreal and maybe a Phantasmal Dragon, then use this to refill my hand with more creatures and/or some counterspells to protect my board investment.

I got stuck with my second one after opening a pack today. My only hope is that they bring back stuff like Underworld Dreams (or a functional equivalent) so cards like this are actually somewhat useful in the current blocks.

Realistically, it's a good card functionally, however there really aren't any applications for it at this point in time. I seriously hope there will be, though. I look at it and almost begs for someone to find a use for it.
As much as complainers are whining, I've seen this put to scary good use in a blue beatdown strategy, using Grand Architect to spit this out earlier, forcing the opponent to redraw their hand as the blue player can play out more Illusions for the win.
I also saw a semblance Anvil, 2 cost draw a card artifact deck with Time Sieve using this for the hand replacement as well.
The hand replacement effect can make for an a really overwhelming victory, but it's not broken at the cost and you won't see many people playing it as a 4 of in any decks.

Overall, the effect is amusing, but without an untap clause or something fancy to break the symmetry, you could just give your opponent card advantage with this. I would never play this spell against a burn deck. . . nor Windfall, nor Wheel of Fortune. Rebuying my opponent's Lightning Bolts and Burst Lightnings is not good.

My girlfriend runs a UB draw-drain deck with Psychosis Crawler and Consecrated Sphinx. This card makes for the perfect game-ender. No-one at our local Magic play-group could figure out why she ran this until she dropped it for 21 damage in one turn. I can see that it has limited appeal, but in the right place, this card wins games :)

The effect isn't exactly reversing time. There will still be permanents on the fields, so if this were to be 100% true to its effect, they'd have to go too. That'd make any situation that became hairy much better, thus is why Karn Liberated's ultimate is so costly.
But what really happens? If we were to delve a little bit more into a Role-Playing kind of game, then why do the other things stay? Wouldn't things get decomposed back from where they came from, or do they just stand the test of time? Do they just stay on the battlefield while the next settlers who travel to these vast planes of existence just find them and believe they came from another world?
Personally, I love this card, though. It does give your opponent a possibility to come back, but it also gives them the possibility to screw up, and since Mulligan's aren't possible, they can truly be screwed.
I also have to consider the fact that exiled cards don't leave either, so that can also work to your advantage, especially when working with cards like Planar Void.
I'd give it a 4/5. I, however, think that it should have become a rare, but that's ok with me. As others have said, it isn't great, but it can be fun in Casual

Ha ha! I love this card! Its really fun to use for card draw decks. I can't tell you how many times I've won with this card in casual! It is the only card I need to end the game! Its cheap to get? GREAT! More for me! Also! With the new set coming out with those decks that rely on their graveyard in order to win this card will be a beast!

it works with a Riddlesmith deck with mana producers and things that make your spells free like Semblance Anvil (all of course are preferably artifacts so you can refill your bullets when you're out combo-ing.

Can't believe this is rated so low. I mean, what are you comparing it to, Time Spiral, Timetwister? Don't be ridiculous, those two cards are travesties. The effect is amazing (as is the artwork!), you just have to know how to use it.
I've read people claiming that the problem is that, due to the cost, this might be your only spell of the turn, giving your opponent a chance to strike back. Really?
Let's see:
-What about High Tide (yes, yes, Time Spiral works better, but this is 19 dollars cheaper and won't lead to your opponent punching you in the face)? Accelerate with HT, cast this, draw, play Turnabout, cast Blue Sun's Zenith into drawing Palinchron and another Zenith, win game.
-Someone here mentioned using this, then using the mana acceleration from Grand Architect to cast the metric ton of artifacts you just drew.
-Also, at {3}{U}{U}, this is splashable, and can go with green mana ramp and creatures that let you untap lands. Also, it fuels any spellshapers or enchantments that work off of you discarding while restocking your graveyard.
-Someone already mentioned using it in a {U}{B} draw/discard deck - admittedly less competitive, but fun.
Those are just the ways I can think of that could enable certain victory after casting it. There's probably more. If you stop comparing it to older cards that were by any measure badly designed and are rightly banned/restricted from tournament play, you'll see that you're drawing 7 cards and reshuffling your graveyard for 5 mana. Concentrate costs 4 to draw you 3, and Tidings costs 5 to draw you 4. And neither of them restock your library, and they don't have the potential to make you leap from 1 card to 7 and your opponent from a well stocked hand to a hand full of land.
So yes, this card is weaker than Time Spiral and Timetwister. It takes lots of thinking. You have to build around it. It's still amazing.

I've always really liked Memnonic Nexus. The ability to throw a wrench in the plans of any mill or Dredge deck is so satisfying.

If you run a deck with lots of 3 or 4-ofs consider Diminishing Returns; it's also proof that this type of effect isn't broken at 4 CMC.

Unlike triggered abilities, state-based actions pay no attention to what happens during the resolution of a spell or ability. -- After you redraw your hand and the spell resolved, it would check the state-based effects to see if you do have cards in hand.

Yes, you draw 7 new cards ... but for that brief moment, Crawler the almighty is a lowly 0/0. No toughness, no existence; state-based event death. Same for the Teferi's Puzzle Box, or other empty your hand effects.
The problem I have with this card is that the idea is just so boring. It's a Timetwister with a balanced casting cost, and exiled after casting to break any chance of combo shenanigans. Time Spiral at least had a really interesting extra effect. They could have made this different by saying "shuffle all graveyards and cards in play into their owner's library" or something wacked out like that. It still would have been the same theme, but would have actually added something to the game besides a balanced cost.
