I Love this card. A few years ago when I started working on a new version of Vercursion (A type of deck that used to be AWESOME before the restriction of Fastbond and other nice stuff, but, either way, can still work) and anyway, so, I'm working on this deck, and I'd been at it for months tracking down exactly what I needed, and then working out how I'd play. I ended up making like 5 versions of the deck, and one of them had Black in it, so, I made it with this:
And then a couple Twincast and Ali from Cairo and Platinum Angel and started working out what I wanted to do.
I went to the game shop I played at all the time, and brought it with me. Well, it was a particularly busy night at the shop, and I had a couple decks with me, including this one. I went with my Wife who was playing a deck She had made, and then my Cousin was there with a few of his decks, and after an hour or so, one of the REALLY big tables they had in there cleared up.
The Table was HUGE and mostly, it was used by the guys who play those games with the little figurines and stuff (I don't know which game, or how they play so I can't give details) but they need a pretty big table to play it, and, after an hour or so, they all left, so, a bunch of people asked around about playing a big Multi Player Game.
I was for sure in on it, because I LOVE Multi Player games. Well, a lot of people decided to play, so there ended up being 10 of us total, and so it was a HUGE game. After about 4 turns, I'd managed to power out not only some Enchantresses, but also Ali, which was quickly Lightning Bolted, and then, I started playing out some quick Mana stuff to play my hand.
I got one or two Underworld Dreams on the table, and as I was playing them, two people hadn't really seen them before, and so I explained what they did, and then, proceeded to cast Wheel of Fortune, which I then Forked and Twincasted for the win.
I beat 9 other players by using Fork and Twincast on Wheel of Fortune for a total of 21 points of damage to EVERY person I was playing against. 9 people took 21 points of damage because of Underworld heh. I know it's sort of a cheesy win, but I AM proud of the fact that I spanked 9 people with 3 cards.
That's not only one of the cool things about it, but on top of that, this card has been a staple since when I first started playing. I started playing Magic in early early 1994, back before there was a Restricted List or Banned list, and even THEN people LOVED Wheel of Fortune.

@land_comment ...Really? Did you read the card? Wheel of Fortune can get you cards when you have none...and forces your opponent to discard. Winds of Change only gets you different cards from the ones you have, with no discard disadvantage for your opponent. When played right, Wheel of Fortune can get you 7 cards from nothing, and make your opponent lose 7 cards, and possibly draw crap. Winds of Change only shuffles everything up for no good reason. Read before you post.

@lands_comment winds of change draws the same number of cards in your hand, so winds of change come close on turn 1 drawing you 5, but at the point you should have mulliganed. This card is miles better.

I want to make a deck with 4 of these, 4 underworld dreams, 4 liliana's caress, and 4 liliana's specter and maybe add Chandra Ablaze I wish I had the cards to make it but I don't want to spend that much on a deck because I would have to get the cards online and pay for them each but I thought it was a good idea.

I got really excited, until I realized it was banned. Then I felt like a moron for not realizing a card this phenomenal would clearly be banned. Then I decided I might make an EDH deck just to run this.

Crazy Powerful. My favorite use is in a casual attrition deck that features Spiteful Visions. To find another spiteful visions. It feels less evil if I take the damage along with everyone else.

This is one of the few restricted red cards that I think the time has come to unbanned... It is no where near as powerful as it once was. all functional reprints have failed and even the most recent miracle one which is decent does not see play in any format. this is one card I would love to see unrestricted.

I can understand this slipping through the cracks. Easy for new players and young developers to miss the broken synergy with the Moxen and Lotus. Still, .5/5 for a big mistake.

For example, with this card the broken-ness comes from the fact that you can have only this card in your hand, play it, and then have nothing to discard while drawing 7 cards since the draw 7 is mandatory regardless of how many cards you end up having to discard. IF you had to discard your hand and draw that many cards, that'd be different - and such cards exist. I think it is that which is why it is restricted in vintage to 1 copy, legal in commander/EDH - where you can only have 1 copy in your deck as it is, and banned in every other format.

First of all, just because Wheel of Fortune is banned in most formats doesn't mean that you can't use it in casual, if the people who you are playing with don't find it extremely unfun.
Second of all, Wheel of Fortune is banned for good reasons. It is a VERY powerful card (arguably much more so than Lightning Bolt); it is such a good card that there is rarely any reason not to run it in a red deck. In addition, if it was legal in competitive, people would be using it in competitive ways. If it was legal, not everyone would be using it in a fun, non-min-maxed deck like the one you have. Competitive play would suddenly be FULL of people using min-maxed x4 Wheel of Fortune decks. Wizards doesn't want that.
