Haste when your opponent has a creature isn't really how I like to use haste, but at least it's interesting in a flavor sense. A group of vampires trying to act all cool, strutting around at a casual pace, and then suddenly rushing at the first human they see.
Unlike Zombies, Vampires do not have a lot of non-creature support, however many of their creatures interact with Vampires (making them overall stronger together). There are 13 Vampire Creatures, 2 are transformers.
Overall, I say the creatures for Vampires work together better than Zombies, but their lack of helpful non-creature cards makes them 2nd place. However, since Humans have so much good hate against the other tribes, and Spirit is the worst one (in my opinion/Humans have Zombie/Vampire/Werewolf hate the most) I have to give Vampires 3rd place, but still extremely good.
I don't want to run out of room so I will continue this on Gatstaf Howler.

That said, this card is a weak vanilla creature as it depends on your opponent having something to grant haste, not too useful

I've seen this card do fun things in limited. A 4/4 beater with a good chance at landing that haste is pretty solid. Completely unplayable in constructed, though.

Good art, good concept, exceptionally poor execution. This is one of those cards that I want to like, but can't. There's very little synergy between haste and the conditions that trigger haste in this card. It's a shame that they wasted a red vampire slot on a card like this, as in black there are enough vampires available that you could comfortably ignore this one. 1.5/5
No wonder there's a dark ascension in Innistrad, it is corrupted by tittylicious vampire skanks! Find that BDSM ring and purge it with garlic! Jeez, talk about trying to avoid the public spotlight with those headlamps...

A 4/4 for in a decently useful tribal in limited (Vampiric Fury, Rakish Heir, etc.) without haste is decent enough. Bonebreaker Giant in M12 limited wasn't useless, you know.
Adding in the haste, and you've got a pretty good limited creature. It would've made some sense if it got lifelink when it dealt damage to a human (Vamplink? Lifeman? Bah...), but this is still cool enough.
