Oh no no. This isn't the worst creature card in magic. Not even close. I mean it is 50% of the time a black 5/2 creature with a good creature type for 6 CMC. That's terrible, but it is far from /useless/. I wouldn't put this in any decks, but you have to get things in perspective. This is not a 0.5 card, it isn't even as bad as something like elvish pathcutter.

Hah, this guy is unabashedly bad! We don't even get any flavour text to help explain why the hoodlums can't block!
Along the same lines of what I did for Wurmskin Forger, here are your possible alternatives at common for :
...oh wow, yuck. common creatures are actually generally pretty bad. Twisted Abomination and the Gempalm are pretty good, but they go downhill fast! Let this be a lesson to you - if you see a mana cost of , begin backing away slowly...

I would like to offer some actual useful advice for any new players stuck with this card. You can rig "Clashes" by using cards like Ponder, Scry mechanics, or really anything that puts a card on the top of your library. Aside from that, you do receive a +1/+1 Counter. Counters are extremely useful because they can be played around with so much. There's a lot of blue and green cards that can move counters around to your other creatures, Green has the powerful card "Doubling Season", and in the Scars of Mirrodin block, you have the mechanic Proliferate. Another good combo would be to get this card out with a goblin lackey or something, then use Birthing Pod to yank out a Platinum Angel or something much more useful. Hope this helps.
You guys are forgetting that if you run four, you've got a good chance of winning the clash, which....I can't do it, they'll shock it, it blows.

Edit: As of 5/21/11, it's been dethroned by Numai Outcast. Which is also black. Someone needs to let R&D know that Terror immunity ain't what she used to be.

for 3B you get a 5/1 in black, so the variable p/t and cannot block COST MANA!? why? This is too bad even for limited. Only format this will ever see play in is "Rated one Star" and even then its near the bottom of the list.
I remember this card. I started playing summer of 2008 (the summer after the Lorwyn/Shadowmoor block) and so my mindset was tribal. I opened a Tenth Edition starter pack and got a Raging Goblin and a Siege-Gang Commander which prompted me to go Goblin tribal. However, I also liked Zombies so I decided to make my deck Zombie/Goblin tribal (the idea of having multiple decks was crazy for me at the time). I kind of went on a break from Magic until the next summer, where I bought the Alara reborn "Dead Ahead " Deck. It came with a Deathbringer Thoctar and a Lightning Reaver and I was like "Red and black Zombies? Awesome!" For the Goblin portion, I really wanted Festering Goblin, but something caught my eye: This card. I believe i traded a Remove Soul for it. Yes, I actually traded for this card.

There is something unerringly adorable about awful cards such as this. Getting him out on turn two and proceeding to win with them would be a good time.
I'm fairly certain that there's a variety of cards that are almost always better in virtually any deck.

Wood Elemental is forgivable since WotC had no clue what they were doing back then. Crud like this makes it very clear they know *exactly* what they are doing - printing common garbage to waste space in boosters so folks rush out and buy more in the hopes of getting a playable card. Compare with Grave Titan, remember that rarity is not supposed to equal power and mythics were not supposed to be tournament staples, and you'll see what I mean.

Well don't forget Razor Boomerang though a creature with haste and boomerang can kill this w/o clash win and most likely kill skeleton without regen.

If you look at the other worst-rated cards on the Gatherer, this is one that can't be rationalized with.
I mean, look at Numai Outcast: Although it can become a 3/3 at best (without equipment/auras), it can at least block or attack and survive. Despite the extremely costly 5 life regeneration, players aren't going to think that you'd pay it, adding an additional trick to the combat trick. Limited-wise, Numai shouldn't always be a last pick, because creatures are usually necessary for victory.
If you look at Viashino Skeleton, despite it's horrid CMC-to-P/T and the very worrisome regeneration, I rationalized that the card was at least very well built flavourfully: It's supposed to be an extinct species. Even if you resurrect it up, it won't survive for long.
However, Bog Hoodlums costs more and has an additional negative ability! I'm not sure why that is! Unlike the Skeleton, there's no flavour to support why it can't block.
It's a 4/1 that can become a 5/2 at best which can't block for . To top it all off, there's no explanation why (other than them being hoodlums? What does that mean exactly though???)
Because a vanilla 4/1 or 5/2 for 6 mana needs a drawback...
Honestly these developers need to stop trying to hard to define the weakest cards in the block. They will define themselves, you don't have to go out of your way to horribly destroy a cards playability and upset the customers in the process.

This is probably one of the best candidates for a 0.5 rating I can think of.
First of all, it's below the curve. Way below the curve. Its P/T spread is vaguely reminiscent of Ball Lightning.
Second, it can't block.
Third, if you win a Clash, one of the less interesting abilities in the game, you get.... a 5/2 for {5}{B}.
So to sum up, a creature that can pretty much never take any hits whatsoever that comes out turn 6, and if you're lucky will occasionally be completely uselessly stronger.
The only things I can think of for this card is that it's a creature that can trigger a clash ability, if you're running a Sylvan Echoes deck and REALLY NEED A 6 DROP BLACK CREATURE THAT CAN'T BLOCK.
So yeah, this is just plain terrible. I think Face of Fear is actually better, though this can deal more damage.

I've just been having a good laugh looking at the worst creatures in the game, and for me it's down to the wire with this and the Outcast. The Viashino Skeleton at least could put something into the graveyard. However i do actually believe there is some point to the Hoodlums and I have decided to outline it as follows.
1. The 6 CMC is incentivising Clash. It is the highest CMC out of the common clash creatures and is encouraging you to put other Clash cards in your deck.
2. It's a Goblin and it's from Lorwyn. You might well be able to regenerate it with Mad Auntie and combine it with other Goblin tribal from that set. As Goblins are usually weak, it might become a surprise heavy hitter to break the clogged board states of Lorwyn block. It is also the highest CMC Goblin and therefore...um... good for clash in a limited black goblin deck that wants to use clash?
3. As with all "bad cards" it is to show that there are better examples of the same thing in the environment around it, but more elegantly than say Chimney Imp. For flavour, it's showing you that if you want high powered Goblins you are going to have to pay a lot for it. Similar to sea serpents and common blue fatties.
Well I tried. Man, you suck, Bog Hoodlums, but I rate you one step better than the Outcast. Why not kill them with a Razor Boomerang? (Unless you clash and reveal the second copy of them, your secret weapon!)
