Hmmm... I just acquired one of these. I tihnk It would be ideal for decks using combo/alternate win conditions such as Darksteel Reactor+Dismantle. Giving you valuable time to build up those counters.
In fact, I'll replace the Crawlspace's I use to do this very job! I don't care about attacking in these decks anyway!
Wow. This card would be just NASTY with an Alluring Siren. Force a small frail creature to attack before an opponent might make a much larger beast come at ya'!
I like this guy, its a Dueling Grounds with legs, and with 5 toughness that's a nice pair of legs. I still prefer Dueling Grounds in an exalted deck, but this guy is just as good.

I like the synergy with Shimmer Myr. Swing with your whole board, then flash in the Arbiter. Bounce the Arbiter after your opponent's combat phase to do it again next turn.

The art, the mechanic, the flavor, this is truly a 5 star card.
This + Maze of Ith - for all intents and purposes, stops you getting attacked.
@Burn929 - an old comment so you may have learnt this by now, but trying to tap down an already attacking creature does nothing. By the time you know what creature they're attacking with, it's already tapped and attacking. If you mean to do it before they declare attackers (so you limit their choice to only those untapped), then you may as well be talking about any spot removal.

My friend got this for his W/B Exalted deck, and it's so stupid everytime he drops it. One time, this card alone caused a five player game to go on for over two hours, and he won by buffing up a Vampire Nighthawk. Forces me to have artifact removal...
We haven't seen them off Mirrodin, so maybe the scholars are mistaken. Either that, or the Arbiters usually stay in hiding, only emerging when needed.
The unknown hand? I doubt they had anyone in particular in mind at the time Fifth Dawn was published. But if he was off-Ravnica at the time of the Sylex Explosion, Azor would be a pretty good candidate, seeing how enforcing justice, or at least the rules, was also the motivation behind the Guildpact and Implicit Maze. In no position to keep an eye on Ravnica, but he could at least extend a nascent form of that (alleged) blessing to other worlds whenever possible.
