Seems like it would be a solid blue card, no white. Other than that okay ability, but a little too easy to kill.

One of the best flavor cards from Rav block imo.. Kinda sums up playing Magic ;P

In fact most of the Azorius cards have great flavor..

The ability itself, 3/5 as tapping a creature for a creature is always worth it most of the time, plus he synergizes well with cards like the killer of royalty,Selkie Hedge-Mage and Death Stroke

This card should be rated at least as high as Goldmeadow Harrier and Gideon's Lawkeeper, as well as all the other cards with that ability. Not having to pay every time you use his ability makes him somewhat unique, and invaluable in a u/w prison deck where you don't always have mana to spare and keeping your resources free can be essential to victory. In this regard, the extra 2 mana it costs to drop him gets made up for tenfold.

Rather than tapping the creature, the Minister of Impediments forces its controller to read the entire advanced rulebook before using the creature for anything. Invariably, it is assumed that the controller won't bother and thus the creature cannot be used.

The Sinister Minister; one of my favorite commons in Dissension, the fact that he does amazing work in both Blue and White puts him over the top. Stinkweed Imp recursion giving you a headache? Just tap the sucker down. He even combos with cards like Sky Hussar for the double tap. Simple, elegant, logical design, in short, one of the many cards that puts Ravnica Block in a league of it's own.
