It would be really awesome, if it just cost a little less mana. This way, I'll be taking way too much time taking over the other player's army...

Well you could use Power Artifact (or even Heartstone) to reduce the cost, in the former case to 1BlueBlueBlue to take any permanent or 1Blue to take control of any artifact.
Another more expensive, yet block-constructed option which Mattmedia already mentioned is Mycosynth Lattice, which can be used to skip the first ability and immediately take over anything with the second one (without having to worry about blue mana). Neurok Transmuter might find use for reducing the convertion cost to Blue as well, yet is restricted to creatures. An upside from him is that you can also remove the creature's artifact type the same way, which might be useful in case your opponent tries to shatter some stuff, including Memnarch itself.

Another great thing about Memnarch is that he has a decent 4/5 body and does not require to tap for any of his abilities, which makes him useful for combat as well, provided you can ensure that he won't die there.
He's also one of view high-costed Wizards, which in addition iss an appealing tribal type.
Plus, as opposed to Aladdin for example, you'll keep control of the permanents even if Memnarch leaves play.

Being the main antagonist in the Mirrodin block gives him also a great flavor, which is further fortified by the juicy flavor text and Carl Critchlow's awesome artwork. I mean look at his brain, he's got by far the biggest one on that planet and on top of this most parts of his body consist of metal, there's almost no flesh left.
By the way, another lore thing: Did you know Memnarch was created by Karn from cursed components of the Mirari? After getting corrupted by black oil he later decided to rename "Argentum" to the more known land "Mirrodin" in reference to the Mirari, that is him. And later in the story there's even one crucial moment that even justifies his abilities as printed on the card.

Protection from artifacts renders this guy completely null. I want to go against someone with this card with a deck full of cards like Tel-Jilad Chosen and other Tel-Jilad elves from the Mirrodin Block, as well as anything else that is pro-artifact that I'm not aware of.

I've built a surprisingly successful deck using 3 Memnarch; 16 Islands, 4 Cloudpost and 4 Guilded Lotus for the mana-base. I use 8 Counterspells of 2 different sorts, and 4 Boomerang for some disruption, giving me the time to get Memnarch out. To keep myself alive from the creatures that get through, I use Spire Golems.
I used to have a couple of Skeleton Shards to bring the various dead creatures back from the graveyard, however I swapped them out after people started exiling Memnarch instead of just killing him. I replaced them and another card with a few Diplomatic Immunity, which covered all I required (make him untargettable, and not be easily removed itself!). I'm testing it tonight.

I got him in one of my first boosters. I was elated. Now I use him in my artifact deck to wreck people. When I hit 7 mana, I start stealing everything. The magic word here is "permanent". I can take your lands, your planeswalkers, your enchantments, whatever. Turn after turn, nigh-uncounterable. Great card.

that isnt true you need pro blue and pro artifacts thanks to Neurok Transmuter which i always use in my artifact decks to stop people desroying artifacts and help use memnark to steal artifacts cheaper,

It is the best card ever in any artifact creature deck for ****ing with opponents who target artifacts

you can also use it to defend against furnace dragon and have a combo, remove everything you dont control from the game

I scored this card in my first Darksteel booster (was holo to boot). It can single-handedly turn the tides on the opponent. Is highly useful; annoy your opponent, rob them of their lands (and use them to fuel more conversions!), gank a Mirari's Wake, you name it. Integrates very very well into my deck. All I need is a Master Transmuter.

Got this Guy in the Archenemy Artifact Deck (why has Wizards not marked Memnarch as part of that expansion) and immediately took him out and added him to my Esper artifact deck. My friends hate that Deck!

Used Vedalken Engineer and Pemmin's aura

Can get Memnarch out at turn 4, and if you have 6 mana, you generate 12 mana, enough to cast memnarch, turn Pemmin's aura into an artifact, and untap the engineer for infinite mana.

If you only have 5 mana by turn 4, then you only win the game next turn :D

The engineer is good by itself, and Pemmin's aura either fuel the combo, or protect memnarch allowing it to become superman.

my goal: Gain control of Emrakul, The Aeons Torn and pimp slap my opponent with it. Or take control of any Planeswalker right when it has enough for its final ability.

He has nice abilities, and with the possible exception of Nameless One, he is the strongest wizard I can think of as far as power and toughness goes. Also, he seems to combo with Mycosynth Lattice.

Just imagine the look on your opponent's face if he's about to use elspeth's ultimate and you steel her out of nowhere with master transmuter and this guy in your all-artifact deck. Sweet xD.

This guy is the ruiner of games. He's not impossible to beat, he just makes it no fun. I know from experience. The game takes too god{d}damn long and usually the guy who plays Memnarch winds up getting gang-banged and loses. I've even thought about using this with high tide and isochron scepter and thought better of it.

Was playing Archenemy with a group of friends. I had Memnarch out, and next turn the Archenemy got the tenth creature into the graveyard to easycast Avatar of Woe.

I stole it.

Earlier in the game, he'd grabbed a Titanic Bulvox from one of the other heroes with a Scheme. Next turn, I stole that too.

Next turn, he cast Shriekmaw, and started looking for something to kill. The pointing finger fell on Memnarch.

"No. Artifact."

"Avatar of Woe."

"Artifact."

"That beast thing."

"Artifact."

I love you, Memnarch.

With Grand Architect out, getting this guy and Pili-Pala in to play is pretty easy considering they're both colorless... And once you've done that, proceed to simply gain control of all your opponents' permanents :)
