A 10/10 for 8 is just about on curve; compare Colossus of Akros, for example. That ability though? Holy crap. A reset button on a creature... never thought I'd see that. I agree with Trygon; expect Atlas here to get banned in EDH almost instantly.
@car2n: No, "destroy" and "sacrifice" are not the same thing. A creature dies when it is sacrificed, but it is not destroyed when it is sacrificed.

One thing to note that unlike a lot of cards like this, there's pretty much no room for shenanigans, the permanents go at the end step. So, you can't float a bunch of mana, destroy him and then play a bunch of cards.
Also, seeing as he doesn't set lifetotals, it probably won't be too big a deal in Commander, given stuff like Decree of Annihilation isn't banned.
I bet this would be fun to run alongside Capricious Efreet. Your opponent is definitely losing something; whether it's one permanent or all of them is up to chance.
Now we just need something that regenerates NON-creatures. Besides Reknit.

@car2n "Sacrifice" is not the same as "dying" in the same way that a "Square" is not the same as a "Rectangle." However, one implies the other, hence your 0.5/5 rating (and not just from me at the time of posting).

I'm really upset that red's mythic is Prophetic Flamespeaker instead of this. Yeah, the flamespeaker is good-but that's it. Its a hyperefficient low cost card meant for tournament play with no flavor whatsoever-exactly what mythic shouldn't be. This, on the other hand, is Atlas! Its a 10/10! It holds up the entire world! It has "destroy all permanents" written on it! And yet its not a mythic.
@Syrtrees and anyone else disagreeing with that this should be mythic, the following is an article by Mark Rosewater on, among other things, the mythic rarity:
"This now leads us to the next question: How are cards split between rare and mythic rare? Or more to the point, what kind of cards are going to become mythic rares? We want the flavor of mythic rare to be something that feels very special and unique. Generally speaking we expect that to mean cards like Planeswalkers, most legends, and epic-feeling creatures and spells. They will not just be a list of each set's most powerful tournament-level cards."
If this isn't an epic-feeling creature, I don't know what is. The Flamespeaker is certainly meant to be one of the set's powerful tournament-level cards; while its abilities are unique (sort of...) and I could see it being a mythic in a vaccum, its not nearly as epic as Atlas and doesn't deserve mythic over the latter.

As useless as this card is for standard, this should have been the red mythic and not prophetic flamespeaker.
It's funny that he isn't legendary or whatever. You can have multiple Bearers of the Heavens out at once! What does that mean? Suddenly there's two or four guys holding up the heavens? When one of them dies, the other three can't seem to keep holding it up? What's that about? The mind boggles.

It would be hilarious to sacrifice this guy to a Rescue from the Underworld on an opponent's turn. Wipe the board clean, and on your next turn you have your 10/10 creature back.

Also I laughed so hard at the Tragic Slip comment.
Put the Gift on him, then sac him. He returns immediately. At the beginning of the end step, stack the triggers so Gift returns first, and then the boom occurs. All permanents are destroyed, Bearer returns, and another pair of triggers pop up for the next end step.
Note that when the trigger goes off at the end of the turn before yours, you get him back before your turn starts, so you can attack with him that turn. Have fun swinging with a 10/10 on a permanently empty board.

Already a fantastic addition to Momir Basic. Opponent was not happy when I got out this guy, Avacyn, Angel of Hope, and a sacrifice outlet.
Hmm, this could be fun with Whip of Erebos. Go jund, throw some dredge in and a few Golgari Charms. I can only imagine the look on my opponents face when they see him pop back up with whip..."but why would you..". Swing with this big guy and whatever else you got, he dies, you cast golgari charm and just laugh maniacally as you got a board with at least 2 or three creatures and your opponent is left with nothing. Not to mention you should be up at least 13+ life from the life link from whip.

Somehow I doubt that this will be banned in Commander.
Somewhat due to the fact that it is not degenerate in any way.
But mostly because of the many many many many many many many many many many many ways to deal with it directly with cards that are ubiquitous in the format.
Not to mention the myriad of ways to use indestructible permanents or to make your permanents indestructible.
Not to mention the myriad of ways to counter his delayed trigger.
