Ratchet Bomb and Aetherize can effectively wrath your opponent after this is cast and gains significant value when used with Quicken, so that the pigs never have a chance to hurt your. To get max value out of this you could establish an mini army of 1/1s before hand and upgrade them to pigs.

First of all, dude. Mono-blue mass removal. That gets past indestructibility. Second of all... Imagine just triggering all of your Heroics at once with this as a great big finisher. You push all your magic into activating all your powers and in the end all you get is a bunch of effects and some piggies.

I know where the heck in Greek mythology this is based....
From Homer's Odyssey, when Odysseus' men were welcomed by Circe the witch and turn them into swine after feasting in her dining hall. o_o
Have some moly before making it into her hall.
And I hope that gets a card for it to counter this card, if you will.

Your opponent plays this. In response, sac one of the targets. It get's countered.
I know it's good, in fact I'm disappointed that this can stop it. It shouldn't.
Exiling permanents should be a no-no for Blue. Even with the pigs. And this isn't even overcosted. Getting frustrated for this chaoticly shifting color pie.
With all the bouncing & counterspells the indestructibles are not a problem for Blue.

This is actually extremely effective against a lot of the Naya decks that have been running around lately. Boros Reckoner, Voice of Resurgence, potentially anything that's been granted the Gift of Immortality - none of them are threatening any more. No manner of Boros Charm or Rootborn Defenses can save them, and Emmara Tandris (in a shocking first) is rendered completely useless. No, it wouldn't have been effective against Thragtusk Almighty, but what was?

This is great in EDH. Rather than wipe the entire board I just turn the cards I don't like into piggies. Exile over destroy just makes it all the more a threat. I can see it being played in standard but not the same level.
Powerful effect that is very uncommon in blue. Flavor is great, too (bacon joke here).

I like this card, except I miss the frog lizards from rapid hybridization. Boars just aren't as ... um ... dynamic, even if they are more theros-y. Something about the overall design of this card seems to mock green, while Rapid Hybridization seems to venerate it (in its twisted, simic-y way). Anyway, given the sets, that's to be expected.
The "enchantment creature bling" in the art is a nice tie-in reference to the rest of the set, sort of like an enchantment creature that just went horribly awry.

Ridiculously good in EDH where the boars are basically useless versus non-aggro decks. It's one of the best removal in the format because of its flexibility; with only a bit of mana you can pinpoint remove utility creatures, and with a lot of mana you can Plague Wind boards.
From a color pie perspective, I don't like it, but it's not going to go away, so I might as well get used to it. I just hope that we don't get another X version of this any time soon.

What happens if someone casts something similar to wild ricochet or something like that which redirects a spell, does that player get to choose new targets for all of x, or just one? And can they choose not to utilize some? I.e., can they just counter it outright in that manner?

What people fail to realize with this card is that it is absurdly out of place. Each color has their own type of creature removal, each with pros and cons. Red - Damage. Damage can also hit players to win this game, pro. Damage is effected by indestructibility and protection, con. White - Exiling. White kill spells almost ubiquitously exile, which is a pro because your opponent cannot get them back (unless it's a Misthollow Griffin), but generally give up something to do it (life from Swords to Plowshares). Black - Destruction, sacrifice, stat loss. Black gets everything, that's a given. Each have their own pros and cons, but basically black is the destruction color. Green - Fighting. Green really has nothing but fighting or luring effects to force a fight in terms of creature removal. This is why generally green spells give more stats than other colors (Giant Growth vs. Titan's Strength) and green creatures are bigger than other colors (Leatherback Baloth). Blue - Tap, bounce, counter, Spin into Myth. Blue can deal with creatures as many ways as Black can, but it can't permanently remove creatures already on the board. Blue has the most tools of any color in just about every area, which is why cards like Curse of the Swine are too good. This card is a Swords to Plowshares for 1UU, a Return to Dust on creatures for 2UU, etc. It has too much versatility, just like Hour of Need. The idea in blue is careful resource management, keeping more answers in your hand than your opponent has threats, and winning with efficiency. This card would be much better placed in White or Black, although in white it would probably cost XWWW and they gain three life per creature or something, in black XBB and you take damage equal to their power. The point is that Blue already has Claustrophobia, Devastation Tide, and Counterspell. It doesn't need even more ways to deal with creatures on the board, nor should it get any. And as many others have mentioned, Battlefield Thaumaturge makes this a board-wipe for UU that leaves boars in it's place, similar to Martial Coup. You don't even need to switch colors for that combo, as the mage is already in blue.
