Something for my deck with 4 cumber stone (c u m b e r stone, godamn censorstuff), 4 copy artifact and 4 sculpting steel: you know, giving opponents creatures -12/-0 and then switching their power and toughness constantly.
Although the colours are outside of the typical G/B infect deck, i love the idea of targeting an unblocked Tangle Angler with this card...

Hm... that Wall of Frost is in my way... mind if I draw a card as I kill it with a Memnite?
The reduction effects might not beat out Diminish, but drawing a card more than makes up for it. And remember that you can target your own creatures if you feel like dealing obscene damage with a defender (that doesn't hand zero power, mind you).

Not strictly better than Inside Out, since this can't be used in a red deck.
not strictly better. Mono-red can run inside out. But yeah, messing with things like P/T is a bluer thing so i'm glad this got printed. it is better just not strictly imo

1 mana, no card disadvantage for:
something that can radically alter the course of combat after blockers have been declared, kill walls, reduce damage (when you can't block) increase damage (when they can't block)
this card has SO SO many appplications, that i can't think of a blue deck that wouldn't benifit from it.

I've been using this in a casual Kiln Fiend/Precursor Golem deck, and it's worked wonders. Obviously, and as has already been said, it draws 3 on the Golem. But it can do some other interesting things as well. For instance, it saves the Fiend from Lightning Bolt and other small burn spells. Combined with Distortion Strike, it does the same for the Golem. (And I get to draw 3 and then swing for 9 unblockable damage, too. Not a bad turn of events.)
I like how the body/head is larger in the reflection, and the tail is longer, but the wings are smaller, kinda saying the creature was a good attacker, now its a better defender.
A budget sideboard option against those Inkmoth Nexus/Kessig Wolf Run combos. Plus it can save a creature from burn, create awkward combat math, and it's a cantrip for just U. Not a bad card.

But we still can't get rid of wall of denial....

In standard it is dead useful against Wall of Omens, Tanglecord, and Overgrown battlement. In extended, try it on Noble Hierarchs.
Inside Out, you're out.
this + an Accorder's Shield or two and a Tainted Strike
T2: Island, Dismember whatever they have out, swing, cast this, discard 5, that's game.
{U}: Destroy target creature.
Draw a card.
Wait for it...at INSTANT speed.
T1: Plains, Tireless Tribe
T2: Island, swing with the Tribe. If unblocked, discard five, and use Twisted image.
T3: Will not happen.
Easy as that!
....wait.
