As Conley said in his set review, without a cantrip attached this kind of effect is just not good enough to see play.

Limited combat trick. This can at worst give you 1 extra turn to live. At best totally turn the tide.

Even the overload cost is very cheap. Pros like me will kill bombs with this and win games.

So much for Hydrosurge.

This could see some play in Limited as a way to better make trades with your opponent or merely for a Fog-esque effect. Either way, I wouldn't devote an actual Constructed deck spot to it as reactionary cards tends not to be very helpful in winning.

This has one massive advantage over Fog: You can kill their stuff. I used to run Ego Erasure back in Lorwyn block (although admittedly mainly to hose elf decks), and this could definitely serve a similar role, scoring kills on creatures your opponent thought you wouldn't want to trade for.

-4/-0 is pretty significant. -4/-0 to everyone is insane.

Outlcassing Hydrosurge AND Hysterical Blindness in the same card? DAMN, that's impressive!

It's not that Izzet's cards are bad, its that they have too many sorceries and instants. There's no creature base there to help them shine. They HAVE creatures, but not enough to do anything dangerous for very long, and that's just downright sad. After you play everything, you're going to have an empty hand, and then you're going to die.

A very nice psuedo-fog, or a trick to help kill a problem through creature combat. Was more impressed by this card in the draft than I thought I'd be.

Like Chemister's Trick, this is underrated. While its application is more defensive, it can be turned into an offensive trick with Blistercoil Weird AND leave it untapped for blocking.

There are two cards that annoy the hell out of me in limited: this and Swift Justice.

So now, I play blue and take these. You know what card becomes completely useless from this?

uhh... it's swift justice. That's the answer. I'd also take Dynacharge as well.

3/5. Excellent combat trick in limited. Blue removal with a twist. It probably won't see play though outside of limited.

Downsize? They should make a card called Redundancy Package.

i just need to remind everyone this isn't fog because you can use it to prevent your creatures from dying and still kill theirs. fog doesn't do that

This is an Izzet card, so I'm a little disappointed at the lack of imagination that this card's rating currently shows. Although it might look like a bland pseudo-fog effect, I believe that it has far more potential than that.

The Izzet aren't exactly known for being the most stable bunch, so a lot of their cards have lopsided P/T ratios. Take a look at Fluxcharger or even Cobblebrute if you're wondering what I mean.

For a card like Cobblebrute, being blocked is often deadly and all you really want to do is connect with the other guy's face for that 5 damage. Because of this, your opponent will take every opportunity to trade with the Brute in combat. That's where Downsize comes in.

With proper timing, an overloaded Downsize can make your team of Fluxchargers (now fluxed into 5/1's) and Cobblebrutes into a deadly force. What would normally be 1-for-1 trades becomes a total loss for your opponent and dramatic card advantage for you. And all out of such underestimated cards!

This is just one possibility, this card is mono-blue after all, and should find a home in plenty of decks. Azorius is fond of locking down combat and Dimir doesn't mind having its Deathtouchers survive for another round, either.

Use your imaginations people, this is what Magic is all about!
