It's Card is going to be soooo awesome in infect themed decks because this card makes you're bigger threats unblocked for more Poisony Goodness. Also Infiltration Lens will make him awesome.

Could you pay the ability multiple times? if so, this card went from being pretty good to insanely good. This guy is best friends with Putrefax
Pretty cool, but I think there are some better infect creatures. I just can't get worked up about this. Maybe I need to see it in action.

Uses I've found for him:
Killing weenies Making a decent blocker against particularly aggressive weenies Making all your opponents blockers block him so your big dudes can get through Switching his power and toughness unexpectedly (twisted image is even in the same set)
Overall a great card, many uses depending on the situation

Good ol' Wangle Dangler. Feed it some Infiltration Lens. Also I love the fact that you can have 2 of them, make all of your opponent's creatures block one and pump or Twisted Image the other for 5 poison counters :)
So, it looks like all your creatures are going to block this jerk, and all my lovin' I will send to you.
I want to run this with twisted image so bad. I imagine people would catch on pretty quick but before then I'm sure I could get in a few surprise victories.

Many newer Type II cards are rated highly because of Wizard's own employees purposely voting them up.
Wizards only wants people to play Standard so that they can make more $$. \
Ergo, cards from the more recent sets will have an unfairly high rating due to their own employees.

I always use this guy. =) Pay a couple mana, have him defend a ton of creatures to let your big buys through, or sometimes I'll throw Gorgon Flail on him and choose two creatures I for sure want dead. Just a versatile little card that most people don't kill, but you can do so much damage with. =)

My favorite thing about Tangle Angler is its toughness. Anything that gives first strike is awesome on him, simply because unlike most infect creatures he can actually survive the hit.
