One can easily see HOW they overcost it (besides the off-metrics of a good chunk of Homelands to begin with) when you realize that this was basically THE first card with haste. They wanted to make sure they wouldn't over-skew in red's favor.

For converted mana cost, Ambush Party combos with Æther Vial, Blazing Shoal, Chord of Calling, Disaster Radius, Hedron Matrix, Induce Despair, Juxtapose, Living Armor, Soul Foundry, Surge of Strength, and Torrent of Fire.

For the Human type, it combos with Avacyn's Collar, Bladed Bracers, Bonds of Faith, Butcher's Cleaver, Heavy Mattock, Herald of War, and Silver-Inlaid Dagger.

For the Rogue type, it combos with Cloak and Dagger, Frogtosser Banneret, Oona's Blackguard, and any card with a Prowl cost.
