Proliferate by itself usually costs about 4. Countering a spell usually costs 3. I consider this a fair deal. I think that infect control may be very plausible in the near future...

Lots of counter based control cards now: Tumble Magnet and Lux Cannon love this as planeswalkers (like Jace the Format Sculptor needed any help). Might also work well with Titan Forge or some of the Trigons.

Four mana for a counterspell sucks. Four mana for proliferate is average.
Blend them into one spell, and it's surprisingly decent. If only it were just a tad more splashable.

This is... pretty impressive really. Considering that Blue is great in infect and level-up anyway, it's super-efficient and means you can happily save mana to counter and still get to level your guys up or increase poison/infect/+1/+1 counters.
I think blue proliferate has great potential to combine with leveling. Why pay to level when you can get a counter on all your creatures with proliferate? Ideally, I'd like to make a grixis-color-deck that does direct creature damage (once they've been given infest, that is) and proliferates for the kill while boosting my leveler-defences. Problem is, all the good levelers are too damn pricey for me.

I run a proliferate deck and I was running through my blue counters and I came upon this one during the building process and I pondered it... I'm still pondering it. Idk if its that good or fantastic for any deck at that mana cost, is the problem. Idk though, it might be worth it

Use this with Contagion Clasp or Contagion Engine. Keep 4 mana open, and if your opponent doesn't play anything worth countering you can just use the mana to proliferate with your artifact.

4 mana is usually too expensive for a counterspell, and this is no exception. Decent, but not that great.
All Un-card references aside, this card it fairly well designed. 4 may seem like much for a counterspell until you realize it's a hard counter with an absolutely brutal ability tied to it. It's almost as if it reads "Counter target spell, each opponent loses 2 life, and every creature you want gets even more of the shaft."
