Unplayable. Could be much more exciting and playable, yet not broken, as an instant.

This is a great card! The CC1 drastically changes how good it is, remember how everyone loved Clout of the Dominus when it first came out? Especially in a red deck this wins, millions of CC1 goblins or maybe a 6/6 now with Haste. Are you really that afraid of wasting 1?
By the way, if I play Burst of Speed and then play a creature, does that creature have Haste?

Interesting card. It's perfectly priced, and it has a reasonable effect. Unfortunately, like many of the cards in this set, there's one cost that makes it unplayable-- the cost of a card. Frankly, as reasonable as this card is, 1 card for this effect just isn't worthwhile. A card that said "Prevent 1 damage" and cost 0 wouldn't be playable either-- no one would argue that the price was wrong, just that in a 60 card deck it's not worth a slot. Same thing here.
So, when playing this card, it would only affect the creatures already on the battlefield and NOT create a constant-state effect to give creatures that come into play AFTER the spell was played haste, right? If it did, I believe this would definitely increase the playability. Such as an enchantment that cost one Red, has the same text as Burst of Speed, but with the caveat "Sacrifice this permanent at the end of turn".

If only it was a cantrip...and no, creatures played after this don't get haste. Only those in play at the time of the spell's resolution. It's better than the old R Instant: Target creature gains haste until end of turn, I guess. I still like Fervor and Madrush Cyclops better.

Part of my personal favorite combo. Play Mirror of Fate, and the next turn, play Leveler. At the end of your opponent's turn, crack the mirror, and set up the amazing cascade combo:
Would this really be that much more playable as an instant?
Additional benefits of this being an instant: - Could use tap abilities of creatures you just played in response to opponent's removal/combat tricks if you hadn't already played this - Could use tap abilities of creatures you just played during opponent's turn That's pretty much it. I'm not saying these wouldn't be useful, but I don't see it making the difference between playable and not.

Pretty much makes Surge of Zeal obsolete... same cost of {R} and unless you're playing Two-Headed Giant (or other multiplayer format) in which case you may want to use Surge of Zeal to target a creature and thus give all other creatures (opponents / allies included) haste.

While perhaps not great for standard, there are some environments where this card really shines--the "casual" 1.5 environment I play in has so much board wipe (Planar Cleansing, Oblivion Stone, etc.) That it's practically every other turn that the board disappears, and enchantments aren't safe from it. Therefore being able to have an unexpected attack and get some damage in before the board is wiped again is incredibly useful.
If this had rebound, and was shuffled back into your library instead of discarded, this would be playable.

Neither Accelerate nor this saw any play. But had this stayed at R and cantripped, we might see those professional players start getting creative about possible uses.
To date, there was only one one-use haste spell (as opposed to a permanent one like Yavimaya Fires) that saw any significant play IIRC: Reckless Charge. That was one awesome card.

I always thought this wasn't that great, but I am actually creating a Naya-type deck with Midnight Guard, Presence of Gond, and this, along with some Naya staples. This card isn't too good, except when you need to win the turn of... Say mass token generation? I dunno it might play out well, might not, better cards definitely, but it does serve a real nice purpose.

@Demonic_Math_Tutor Nice one, though technically that could be achieved by any 1 CMC red card that gives haste to one creature, which there are a lot of. I thought of this:
@toollins - I'm not sure... while Burst of Speed does give all of your creatures Haste, it's not an instant. Surge of Zeal (which is an instant) works well in decks where most of your creatures share at least one color, or if like the deck I'm trying to rebuild, you run a quartet of multicolored creatures whose participation helps the team (such as Lightning Angel or Skyknight Legionnaire).
Because I'm looking it up for a {R/W} deck with lots of Goblins, I'm thinking of running one of each.
Token decks (especially Boros) are good fits for this card as well. Elspeth, Sun's Champion, Timely Reinforcements, Conqueror's Pledge, and a ton more creature generators can all benefit from this. Putting that in perspective, this card does a whole hell of a lot for only

Enigma Sphinx, Enlisted Wurm, Bituminous Blast, Stormcaller's Boon, Demonic Dread, Burst of Speed.
So you have 20 power of fliers, and took out two blockers. Swing for the win!

Wooded Foothills -> Fastbond -> 2 non-tapping lands -> Crucible of Worlds -> Rampaging Baloths -> Burst of Speed
Then attack for game.

Mountain, Ornithopter, Ornithopter
Infernal Plunge, sac an Ornithopter, repeat
5 {R} in mana pool. Play Empty the Warrens and this
Swing for 8
Goblin War Strike would work in place of this, though.
