Just don't bother regenerating Enslaved Scout. Goblin Chirurgeon really is a great card though. Dragon Fodder doesn't just produce sucker blockers but spare parts. Although I'm not sure how you rebuild a dragon with measly goblin limbs — it takes a stretch of the imagination and a little transmutation.

(Card Rating: 3.5) This was the first card I ever opened in a pack of Magic cards. At first glance, the card seems rather unplayable because of the 0 offense. Don't let it fool you, this card can be nasty for an opponent playing red or against creatures without trample. In two-headed giant, this card's ability shines by being able to regenerate your partner's important creatures. You can block two attackers with two of your small goblins, but only lose one of your goblins. I use 2 Goblin Chirurgeons in my favorite casual multiplayer black/red deck to keep important goblins such as Wort, Boggart Auntie alive. I also use Knucklebone Witch, Boggart Shenanigans, and Goblin Sharpshooter to benefit from the goblins going to the graveyard. I EVEN used him once to regenerate an opponent's Child of Alara in a multiplayer game when it blocked a m@ssive creature of another opponent. Their plan was to destroy my goblin horde; however, they forgot about the infamous Chirurgeon! He equates to instant speed nuking when combined with Boggart Shenanigans and other goblins. I think we have a bad case of "misreading the card". You do not need to regenerate a goblin. You can regenerate anything, no matter what creature type. However, you must sacrifice a goblin. Do not sacrifice, say, a kithkin to get a goblin back. That is wrong. Saccing a goblin for a goblin is fine, just remember, you can regen anything.

I run this guy in my goblin deck along with tuktuk the explorer and Ib halfheart, goblin tactician. He is incredible. Getting him out early, and the "free" ability is definately worth it. First turn, mountain, raging goblin, Second turn, mountain, akki rockspeaker, this guy. Third turn, mogg alarm. Pretty much anyone you need regenerated can and will come back. A whole horde of invincible goblins is fine by me. And if you're worried about him dying, either put in 2 or 3 in your deck, or just slap an umbra on him. Most opponents will not use two removal spells on one creature.
@TDL, you can only tap your opponents' creatures if you make them USE the regen shield you give them. So if you can kill them, you can tap them (although 99% of the time you might as well just kill them).

In goblin decks it usually wont stay a 0/2 for long either. And when you don't need it anymore it can always sac itself too.

This plus two arsonists should be something to think about. I mean an infinite sac for damage combo cant be argued with...IMO.
Beside the fact its a turn two combo its budget as well.

1) Regenerating sacced creatures does nothing; they still go to the graveyard
2) Even if Regenerating a sacced creature did prevent it from going into the graveyard, then it wouldn't "die", so the ping effect wouldn't trigger.
If you ever killed anyone with that "combo" you should feel really bad. Of course, they should too, because this is pretty basic Magic. If you could regen sacced creatures, it would open up a LOT of broken stuff.

This little guy boasts an extremely powerful ability, and the flavor is honestly hysterical. His ability lets you destroy your little goblins and use all their leftover parts to rebuild any targeted creature on the battlefield. So lets go over some of the more powerful elements of the card.
A free sacrifice outlet is an extremely potent tool. If some one tries to steal a goblin, or target it with Oblivion Ring, you can simply sacrifice it in response, countering the spell or ability. If some nefarious opponent decides to play Massacre Wurm, attempting to eviscerate your army of 1/1 goblins, and deal you lethal damage, simply activate the Chirurgeon's ability and sacrifice all your goblins in response to the Wurm being cast. How about triggering Grave Pact? Everyone loves triggering the pact for free (probably none of your oponents). Once you consider each sacrifice nets you a regeneration shield, this really gets nuts.
Regeneration is already a powerful ability. Standard cost of regen at the time of this post is typically or to activate a creature's ability to regenerate itself. Chirurgeon lets you sacrifice a simple 1/1 goblin creature to regenerate ANY targetable creature on the board. This can be useful with targeted destruction, or damage based removal spells, and board wipes that don't mention regeneration. A more complex use would be sacrificing a goblin to regenerate an opponent's creature that's about to bite the dust, but has a nasty death trigger(Archon of Justice, Yosei, the Morning Star, Ryusei, the Falling Star, and False Prophet all come to mind).
The card honestly delivers a ton of versatility to a goblin swarm deck. Offering removal evasion, combat tricks, and a free sac outlet for all kinds of combo shenanigans in a package that costs to cast? Sounds like a deal to me.
