This card would have been AWESOME if its cost was 1 red mana

Either that, or if it produced one red mana more, similar to Priest of Gix. They should in this case possibly have used another creature type then since this would have been another quite useful addition to a goblin deck then (Not saying that there mustn't be any new playable goblins - these are constantly added in most blocks - but a 1/1 Goblin body for free along with cards like Golbin Lackey, Goblin Piledriver and Goblin Warchief would make them faster than they already are)
But like that, it's often worse than a simple 1/1 drop with no ability. Of course it effectively costs instead of , and you could get some use when his cost gets reduced, e.g. by the Warchief, Frogtosser Banneret or Bosk Banneret, which makes the card effectively free, but without these it's not that useful.
Not too bad, since there are TONS of one drop goblins. Second turn, you could have 3 goblins already, which isn't bad, since they'll just get sacrificed or killed asap.
... So second turn, I can drop this guy and a 1 drop goblin?
Or a one drop goblin and ANOTHER one drop goblin.
I pick the latter, thank you very much! Not a good card. Like the idea, poorly implemented.

It's just not very good. As TopRomen points out, why cast this guy and another goblin if you could opt to cast two good goblins on the second turn instead? Or, for that matter, a good goblin and Lightning Bolt?
To make any kind of use out of him, you'd have to be getting him into play without paying his mana cost (Patriarch's Bidding? Splinter Twin?), but the ETB effect is so minor that it seems like it's not worth bothering.

Throw in Radha, Heir to Keld, Abundant Growth and Crimson Wisps for some good Synergy.
