Not a mythic I would be excited to open (money-wise), but would you really want to see this thing more often than every few drafts? It's a nightmare to play against.

One of the coolest freakin' dragons on the market. Nowadays we're covered in Utvara Hellkites and Balefire Dragons, but Ryusei just rocks 'em all in its Kamigawa coolness.

Cool art, but only slightly better then Jugan (IMO) which puts him in 4th place. 1 = Kokusho 2 = Yosei 3 = Keiga

I got this out in a Commander game once (not as commander, just as a card). A few turns later, one of my opponents also got it out. This was under the old legend rule, so both of them exploded and wiped almost the entire board for all 4 players... although I do think the new legend rule is better overall, it misses opportunities like those, hehe.
