Question: Would a Tibal instant/sorcery - Golblin count as in play for this card to give it a death effect? or would it have to be something that would remain in play after its mana cost is played?

This is a great combo for Voracious Dragon. Pop down Dragon Fodders and Kathari Bombers, you only need 7 goblins to one-shot your opponent.

and toki, no, the enchanment dieing would not trigger itself, it says another goblin, although if you had another shenanigans on the field

you have to watch the order that your goblins enter the graveyard. if this is the last one getting destroyed then you would get credit for every previous one. you would not get credit for losing this perm though, unless you had 2 of them. then you would get 2 damage for every previous goblin and 1 for the first enchantment. again, only if all the other goblins went first and left the 2 enchants last.

this would not affect spells like Tarfire, since they never truely enter the battlefield. only permanants they stay in play will be sent to graveyard triggering this.

Awesome card for goblin decks, gives it even more burn than usual. I run this in a black/red goblin deck and it is brutal.

Token creatures on the battlefield will go into the graveyard then they are destroyed, thus will activate any effect that is "...is put into the graveyard.." Afterwards, tokens are removed from the graveyard back into the token stack

first off: yes the pyromancer would kill the enchantment.
second: the shenanigans ability would trigger, but not quite the way applecorn says. With the pyromancer, there is no order that goblins hit the graveyard; they all go to the graveyard at the same time and they all see each-other go to the graveyard.

When the pyromancer kills everything with one shenanigans on the field it deals damage equal to the number of goblin creatures that you control that go to the graveyard. If it happens with two shenanigans on the field you get to deal two damage per goblin creature you control that goes to the graveyard, plus 1 damage per shenanigans that goes to the graveyard, because each shenanigans sees the other go to the graveyard. With three shenanigans it's 3 damage per goblin creature and 2 damage per shenanigans; and with four shenanigans it's 4 damage per goblin creature and 3 damage per shenanigans.

I like Raid Bombardment more because it often ends up dealing more damage than this, but the Shenanigans are still really solid and got better interactions with other goblin tribal.

wouldnt this work great with Goblin Bombardment? Sac 10 goblin tokens to GB to do 10, then as they hit the graveyard do 10 more?

I wondered for a little while why the oracle text doesn't say "dies", then I realized, this itself is a goblin. Technically. So it counts other tribal permanents that aren't creatures. Not a particularly useful tidbit, but interesting nonetheless.
